He also suggested sidewalks from Lorain <br />Road into the Lauren Hills shopping center, and that the sidewalk in front of <br />Sparky Plaza should be extended to Dover Center. At this point Mr. Gorris advised <br />that the newspaper had erroneously stated the the ordinance pertaining to <br />recreational vehicles would be discussed this even:i.ng, this issue will be on the <br />next agenda. In reference to the above discussion, Mre Tressler advised that no <br />sidewalks were recommended for Brookpark Road because it is limited access with a <br />40 m.p.h. speed limit and he did not think the State would approve sidewalks. <br />City Engineer Deichmann advised that there are plans to install sidewalks on the <br />limited access portion of Great Northern Boulevarde Mr. Tressler will check on <br />that. In reference to the Crocker/Stearns Road extension, Ms. Kulikowski, CPC, <br />presented map l, Existing Land Use of Focus Area C-l, showing the extension from <br />Lorain Road north to Westlake which will abut Pheasants Walk and West Paxk/Forest <br />Ridge Subdivision, the Bradley Woods and other parcels which the Metroparks are <br />acquiring to assemble, Forest School, and some retail properties along Lorain <br />Road. Ma,p 2 of the area shows the existing zoning. Map 3 shows the parcels and <br />parcels re.nmants that will be affected. Map 4 shows the e.xisting Stearns Road <br />extending south from Lorain to the I-480 and the Olmsted Township line, map 5 <br />show that the existing land is basically residential. She presented slides of <br />both areas showing how the road will impact both of the adjacent neighborhoods. <br />She pointed out that the northern segment of the road will be about 80 feet from <br />the back yards and that these pictures were taken in the summer when the roadway <br />is less visible because of the trees. In reference to the northern section of the <br />road the preliminary plans include: a 5 foot sidewallt on either side of the road; <br />a 10 foot asphalt bike path on the west side (with a 5 foot separation strip <br />making the right of way wider; a 95 foot right of way would be needed with the <br />bike gath; and no street lights are planned. The final decision regarding the <br />bike paths and sidewalks could be altered at the request of the city. 'Ifiao <br />properties will be taken for the construction, Karcireks Funeral Home and the <br />house west of it. Mra Schultz advised that representatives of both home owners <br />associations, Pheasants Walk and West Park/Forest Ridge, have met with them, the <br />Mayor, Service Director, and the City Engineer. Table 4 of the information <br />submitted outlines the concerns of the home owners and also the comments of the <br />County Engineer which he had sent in a letter. The concerns were: deletion of <br />both the east and west sidewalks and the bike path (these could be deleted if <br />requested by the city); aesthetic pollution and sourid barriers (both fencing and <br />natural) on both sides of the street (the County Engineer's office advised that <br />these are not warranted based on the Federal Highway Administration cost <br />effective standards); safety fencing on both sides (not in cost of project, city <br />would have to assume cost); that speed limit not exceed 35 miles per hour (County <br />Engineer agreed); restrict through trucks on road (Engineer's office ca.nnot do <br />this because of funding); highway adjacent to Forest School should be restricted <br />as a school zone (not permitted by Ohio Revised Code, since there is no entrance <br />and the school does not front on the road; a traffic light be installed at <br />Pheasants Walk and Lorain Road (if warranted will it be included, but preliminary <br />studies indicated it would not be); utility wires should be installed underground <br />and overhead street lights eliminated except at intersections (this is under the <br />jurisdiction of the utility companies who advised that this would be cost <br />prohibitive; protection from blasting and property damage (both of these items <br />are governed under O.D.O.T.'s material and construction specifications and the <br />pertinent sections were listed); landlocked property and uneconomic remnants <br />should be deeded to abutting property owners with deed restriction to keep them <br />in a natural state (County will only purchase what is necessary for the highway <br />itself, if any remnants are purchased by the County, a request to obtain them <br />2
