? ...? <br />allowed the Pheasants Walk subdivision to be constructed when it was lmown that <br />the road was going through. Mr. Cumunings, a resident of Stearns, questioned if a <br />developer could invest what their properties.were worth, and stiil make a profit <br />on a project. Neighbors speaking from the floor asked questions which were not <br />audible. The members responded:.there is a concern that developers would buy <br />properties and after having them assembled would request a rezoning; that spot <br />zoning would not be allowed; that the Conunission also has to protect the <br />residential neighborhoods adjacent to Stearns; that construction is estimated to <br />start in the Spring or Summer of 1995. Mr. Schultz advised that at the next <br />meeting they would present impact analysis of several different types of zoning. <br />In reference to. the northern part of the road, he would like input from the <br />Planning Commission and the school board in reference to the sidewalk issue and <br />the bike path. Dr. Sebring, Assistant 5uperintendent of Sahools, advised that the <br />School Board has not discussed the problems of the road abutting Forest School; <br />he is concerned about safety of the children and cannot see the value of having a <br />walkway to a four lane street and-was not aware that a fence was the School <br />Board's responsibility. The board will respond to these issues after the next <br />meeting. In response to other questions, Mr. Sehultz advised that the project is <br />being funded with Federal funds and the noise barriers eriteria is a cost <br />effective criteria and the government will not fund this noise abatement plan <br />because this criteria would not be met. If barriers are to be installed, the city <br />must pay for them and there would be a savings if the design and engineering were <br />done in conjunction with the overall project. Mra Skoulis believed that since <br />this road will connect I-480 and I-90, it teehnically should be considered an <br />interstate highway, and questioned why the government should not fund them since <br />they did install sound barriers on I-480 at the request of the city after the <br />road was completed. Mr. Sehultz responded that Crocker Road is still a county <br />road. Mr. Orlowski would like CPC to check if the decibel level was considered at <br />35 m.p.h. and what it would be if it were based on 5 or 10 m.p.h. more. Mr. <br />Skoulis suggested putting the sound barriers right at the curb with sidewalks on <br />the other side adjacent to the ba.ck yard. Mr. Tallon speculated that this could <br />be an obstruction in the right of way. In reference to sidewalks on the north <br />segnent of the road, Mra Orlowski and A1r. Tallon were opposed to them; Mr. <br />Thomas, Mr. Skoulis and Mr. Gorris believed that sidewalks on one side were <br />needed, especially if there is to be access to Metroparks. Councilman Lind <br />pointed out if the sidewalks are installed now with the street, the City would be <br />responsible for 10% of the cost, if they would be installed later the city would <br />have to pay the entire cost. It was pointed out that there were no sidewalks on <br />the existing Crocker Road, it was a11 green area and that the speed limit had <br />been raised to 45 m.p.h. Mr. Skoulis suggested planting blue spruce seedlings <br />right now. The mound would not be needed adjacent to the park, only ad.jacent to <br />residential property. Councilwoman Bahas stated it might be better if children <br />did not have easy access to the Metroparks, but Mr. Skoulis pointed out that <br />children will go to the park regardless of whether there is a sidewalk or not. <br />Mr. Gorris reiterated that the imeconomic remnants of land should be given to the <br />adjacent property owners. Mr. Schultz pointed out that the city would have <br />Pminent domain powers to obtain that land. In reference to rezoning of Stearns <br />Road, AZr. Thomas asked that CPC consider that land west of Stearns will be <br />rezoned to a more restrictive use. CPC will present a summary of this area and <br />will do an impact analysis of various classifications. Mr. Schultz further <br />advised that the County Engineers office would pay attention to these reports, <br />but he did not foresee then changing their policies toward funding etc., but they <br />have asked the city for their input regarding sidewalks, bike paths, etc. Mr. <br />Deichmarm estimated that a bike path would cost about $25.00 per foot, but they <br />6
