that a11 ingress or egress be ma.intained on Lorain Road with restriction of <br />ingress or egress even on Dover Center Road. That the revised plan should also <br />try to incorporate a shared traffic pattern among many of the high traffic retail <br />establishments that are contiguous along Lorain and Dover Road. 3) That a revised <br />plan be provided that incorporates a buffer surrounding the development, <br />particularly on the sides that border residential neighborhoods, to be composed <br />of amound with a min;,m,m height, not including trees and shrubbery, of 8 to 10 <br />feet with a minim„m width of 15 feet; that additional landscaping for the parking <br />lot be considered which would decrease the ratio to be one tree for every 10 <br />spaces instead of one tree for 26 spaces; and that the city forester be consulted <br />for his input concerning the salvation of many of the mature, healthy trees now <br />on the site, and not in the footprint of the building itself. 4) That on the <br />revised plan a pedestrian traffic pattern be established in and around the site <br />showin,g sidewalks, crosswalks, pedestrian right of ways that would encourage more <br />use by pedestrians and more entrance into the site from pedestrians, not only <br />from surrounding neighborhood but as well as from the surrounding retail <br />developments. Not only a revised plan but an expanded view also be provided of <br />the entire site showing all curb cuts traffic signals and other retail <br />establishments in the general area of the Wal-Mart Development along the Dover, <br />Porter, and Lorain Road (including both sides of Dover Center and Mill Roads). 5) <br />It is suggested that the building be designed so as not to include any exterior <br />storage of shopping carts or merchandise, other than the garden center, be stored <br />or displayed, and that Wal-Mart also meet with the representatives of the <br />adjacent neighborhoods to discuss their plans and the concerns of the surrounding <br />neighborhood. 6) Further that this proposal be referred to the Safety and <br />Engineering Departments of the city and also that Engineering study the capacity <br />of the surrounding storm sewers to determine whether or not any increased <br />capacity has to be established and also that Engi.neering to take a look at the <br />surrounding streets, although we are proposing that no entrances or exits be <br />permitted on Mill or pover, that Engineering take a look at those roads to <br />determine whether or not they can absorb any increase in traffic that would <br />result from such a development. 7) In the revised proposal there should be <br />additional detail on exterior lighting, on loading and unloading close to the <br />building (both goods and services and loading customer vehicles as well), and <br />with the revised proposal an elevation be provided that would show what the <br />development would look like from a pedestrian, motorist, or residents view of it <br />from the Mill, Porter, and Dover Road areas. 8) That a noise study be conducted <br />as far as the impact of the loading dock area with respect to the noise ordinance <br />and its impact on the adjacent residential property, seconded by R. Bowen, and <br />unanimously approved. It was clarified that the motion asked for a revised <br />proposal and pointed out specifically what Commission would like to see. <br />3) Rally's Restaurant, 27208 Lorain Road. <br />Proposal to construct drive-thru only food service outlet. <br />Mr. Neubert, representing Snap's Restaurant's Inc. D.B.A. Rally's, explained <br />that due to the size of the property at the corner of Lorain and Dover Center <br />Roads, two variance would be needed, a front setback variance and a variance for <br />required green area. L. Pozek, architect and engineer, explained the site is a <br />one half acre parcel and does not meet the existirgg codes. The building will need <br />a 25 foot setback variance from Lorain Road and the landscape buffer on Dover <br />Center road will need a 5 foot variance. They can conform to the other codes. <br />This is a drive-thru only restaurant with double drive-thru and a walk up window, <br />no inside dining is available. One curb cut will be eliminated, one curb cut will <br />be reduced and made entrance only and one will be reduced for exit only. Stacking <br />will be provided for 8 cars in one line, 7 in the other, with some additional <br />5
