ROLL CALL: <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES OCTOBER 27, 1992 <br />7:30 P.M.* <br />Chairman Gorris called the meeting to order at 7:39 p.m. <br />Present: R. Bowen, K. 0'Rourke, A. Skoulis, R. Tallon, J. Thomas, and B. Gorris. <br />Absent: L. Orlowski <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />Commissioner Conway, and substitute Clerk of Commissions <br />Wingenfeld. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />In the minutes of October 13th, Mr. Thomas clarified statement number 3 in his <br />motion for Mr. Skoulis, that this specific type of mounding and buffering should <br />be installed bordering the residential neighborhoods. Mr. Thomas also asked that <br />the words, as yet, be deleted on page 4, line 14 since it implies that they were <br />going to include mounding. J. Thomas moved to accept the minutes of October 13, <br />1992 as amended, seconded by R. Motion <br />III. BUILDING DEPARTMIIVT REQUESTS: <br />minutes of the master plan meeting of June 23rd had <br />ago, but he overlooked having them approved. A. <br />minutes of June 23, 1992 as submitted, seconded R. <br />Skoulis, Thomas, Gorris, 0'Rourke, and Tallon, yes. <br />carriede <br />1) Long John Silver's Restaurant, 25482 Lorain Road. <br />Proposal to construct drive-thru window an existing restaurant. <br />Heard by Architectural Review Board October 22, 1992. <br />Building Commissioner Conway presented the landscape plan which had been added <br />to and approved by Mr. Zergott after the Architectural Review Board meeting. The <br />raised curb, landscaping in place of the stripped areas, and landscaping around <br />the waste containers have been included as requested. The Engineering Department <br />did not recommend that the drive-thru exit drive be relocated to Root Road as <br />suggested at the last meeting. Ms. Boyle, representing the restaurant, had no <br />objections to the additions to the landscape plan. The landbanked parking had <br />been presented at the last meeting. Building Commissioner Conway advised that the <br />mounding was about 18 inches to 2 feet high in order to keep the building <br />visible. Ms. Boyle explained that an illtmiinated back lit canopy would be added <br />above the drive-thru window and would be handled separately when they requested <br />sign permits. Mr. Gorris responded that the Planning Conunission does not normally <br />approve back lit canopies. Mr. Conway stated that the canopy does not need to be <br />approved by Planning Commission but he is aware of the Commission's feelings <br />about back lighted canopies. Ms. Boyle agreed that they would add the canopy <br />without the back lighting. J. Thomas moved to approve the proposal to construct a <br />drive-thru window on the existing Long John Silvers Restaurant, along with the <br />landscape proposal that was approved and revised by the Architectural Review <br />Board and their representatives with the stipulation that any awning or canopy <br />that will be constructed on the building will not be back lit. It is also our <br />understanding that the parking is currently short by approximately 3 spaces, and <br />while neither the developer nor this Comnission believes that it is necessary to <br />1?a_ -.-
