Spoerke. <br />CITY OF NORTEi OLMSTID <br />BOARD OF BUILDING CODE APPEALS <br />MINUTES-DECMIBER 9, 1993 <br />the meeting to order at 7:30 p.m. <br />Kazak, and W. Piax. <br />Also Present: Building Commissioner Conway and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF r1INUTES: <br />J. Ka.zak moved to accept the minutes of August 26, 1993, seconded by W. Piar, <br />and unani.mously approvedo <br />III. COMMUIVICATIONS: <br />No items. <br />N. HEARINGS: <br />No items. <br />V. NEW BUSINESS: <br />No items. <br />U. OLD BUSINESS: <br />Continuing discussion of licensing requirements for private home inspectors. <br />Building Commissioner Conway presented a proposed form which the private home <br />inspector would file with the city on completion of his inspection of the house. <br />This will give the Building Commissioner a representative idea of the inspection <br />and also would alert him if a city inspection were needed. The members studied <br />the form. Mr. Conway formulated this check list based on his experience of what <br />information would be needed by the city to see if there were any code violations <br />and he tried to keep the form as simple as possible. Mr. Burk suggested that <br />there could be a space for any additional comments that an inspector might want <br />to make. This form was just roughed out and will be printed professionally after <br />the Boaxd has approved the format. Mr. Piar, who does private home inspections, <br />still believed that the city should conduct pre-sale inspections by a city <br />inspector an every home that transfers in the city. He questioned why a private <br />inspector should fill out a form for the city. Mr. Conway stated that he would <br />have to complete it if he wanted to work in the city. Mr. Piar believed that, <br />under those conditions, private inspectors would refuse to work in the city and <br />there would be no inspections whatsoever, and again mentioned pre-sale <br />inspections that are being done in some other communities. Mr. Conway pointed out <br />that his proposal was the same as registering private contractors who must have <br />their work inspected by the city. r1r. Conway and Mr. Piar have d.iscussed this <br />before and Mr. Conway advised that he would stand on his belief that since this <br />work is being done, he wants to make sure that these inspectors are qualified. <br />Mr. Kazak agreed that these inspectors should be registered, just like any other <br />contractor and that they must be qualified to perform the worka Mr. Conway stated <br />that the inspectors must complete a form for the buyer and this simplified form <br />can be filled out fran the original one. This is somewhat different than having a <br />contractor do the work and call for an inspection and this is the only way to <br />follow up on a private home inspector. Mr. Burk could not see why filling out <br />this form would be a probleri and asked Mr. Piar what his concerns were. 14r. Piar
