logo will be added with vermilion red letters and a ground sign will replace the
existing pole sign, but those letters will be teal to match the translucent
awnings (Astrup Premier, Teal Colony) that will be over the windows. Mr. Pusti
clarified that the awnings will not be back lit; the channel letters on the Saall
sign will be vermilion red. Mr. Zergott was concerned about the translucent
awnings. Mr. Pusti stated that during the day some day light would show through,
and at night only the interior lights would illuminate them and he did not
believe that those lights would be bright enough to giow through the awnings. At
the request of Planning Commission, the sign area of the front wall sign has
been reduced and they are asking to use the remaining sign area allowed to place
a sign on the ea,st elevation since it is impossible to see the other two signs
when driving westbound on Lorain Roado In reference to the awnings, it was
decided that if there was too much glow through the awnings, Building
Comnissioner Conway would require them to regulate the lights or shade the
windows. The building will be painted an off white (Pratt and Lambert 60YY
83/062 with gray doors and trim; the teal band on the top of the parapet will be
a Pratt and Lambert 78GG21/381; and the red trim is Pratt and Lambert OOYR
15/510 and will match the letters of the sign. Mr. Conway questioned the
location of the sign because of the visibility. After some study, it was
determined that this sign is baek further than the pole sign, and it appeared
not to be a problem. Mr. Conway suggested that they put up a piece of plywood
where the sign will be and his department will check the visibility from
Ranchview. The exterior lighting will remain as is. B. Zergott moved to approve
the Rollo Pollo Restaurant proposal color changes which are a nice addition, but
with the notation that if the awnings did glare at night, a solution should be
found to eliminate the baclc lit appearance. Transplanting the landscaping is
acceptable, however, if any plant material does die during the transplanting it
must 1e replaced with fresh material. Also the signs are approved in concept
prior to going to the Board of Zoning Appeals, seconded by S. Krieger, and
unanimously approved. Mr. Gallagher believed that putting a piece of plywood to
check if the sign hinders visibility is a good idea.
IV. OLD BUSINESS: (Heard at this point).
Building Commissioner Conway presented the Metro Infinity signs which have been
changed since they were approved originally. They will also need a variance from
the Board of Zoning Appeals. Their original proposal showed a pole sign, which
has now been changed to a ground sign. They are also putting a sign on the
entrance canopy along with a logo on the south elevation.
Chairman Zergott would like Planning Cotrmission or the city to develop some
guidelines to follow on signage and would like input on what materials,
construction, etc. would be acceptable. Recently he has noticed some signs
installed on 4 by 4 inch wood posts and cited the one on the new bicycle shop
which looks like a temporary sign since it appears to be hand painted and
installed on 4 by 4 posts. The members agreed that signs on 4 by 4 posts gives
the appearance of being temporary. Building Commissioner Conway advised under
the Zoning Code it would be the Architectural Review Board's responsibillty to
set their own guidelines regarding appearance, materials, etc. of signs. -Mr.
Gallagher suggested excluding wood poles on all signs because they deteriorate.
It was then decided that members make a list of some signs that they do not like
and Mr. Conway will bring in the pictures of these signs at a meeting at which
some criteria could be established. Mr. Conway cautioned them that since there
are all types of signs now it would be hard to demand specific architectural
style and there would also be a problem restricting materials because the city
could be sued for restraining free trade. The members agreed that they would
2
