(Heard at this point.) <br />Proposal.to construct drive-thru only food service.outlet. <br />Continued from Planning Commission meeting.of October 13, 1992. <br />Varianee granted by Board of Zoning Appeals November 5, 1992. <br />Heard by Architectural Review Board December 16, 1992. <br />Architectural Review Board January 20, 1993. <br />Mr. Pozek, architect, presented pictures of another facility and explained that <br />the Architectural Board had approved the proposal with the suggestions that the <br />middle two rows of red tile across the lower portion of the building be changed <br />to white and the red neon bands on the top of the building be eliminated, but the. <br />white neon' tubing in between the bands on the canopy could be maintained. Mr. <br />Zergott of the A.R.B. had ma.ele some changes to the landscape plan which he had <br />reviewed and agreed to. He explained that he had ma.de a preliminary proposal to <br />the Board in December at which time.they suggested elim;nating about ha.lf of the <br />red tile an the front of the building. He returned to the board with final <br />drawings which were approved. Mr. Orlowski suggested that if the white neon were <br />removed, the building might not look so much like a space ship. Mr: Pozek <br />explained that the white neon was recessed between the two bands and was not <br />projected out. FIe also stated that the red was a tartan red. The Architectural <br />Review Boaxd had been pleased that the arehways on either side of the building. <br />had been removed and they did not believe that the building -mas overly offensive. <br />Mr. Skoulis explained that because of some bad experiences previously,. the city <br />was trying to eliminate any building that looleed gaudy. Mr. Pozek stated that <br />this was their corporate image, they were not trying to be gaudy. He mentioned- <br />several other businesses in the eity which had rather noticeable corporate <br />images. Mr. Tallon did not like the- checkered board effect of the tiles and <br />suggested that they use red grout with the red tile and white grout with the <br />white tile and observed that the building looks like a 19501 s hamburger joint. <br />Mr. Skoulis prefers a more muted solid color, not bands of color. Mr. Orlowski <br />agreed and pointed out that the Bob Etrans Restaurant in Westlake has a mueh more. <br />muted color than the standazd Bob Evans red. The members.agreed that a more muted <br />solid red without the stripped effect, would be more aceeptable. Mrs. 0'Rourke <br />pointed out that the plans say carnival recl, not tartan red as stated earlier. <br />Mr. Pozek advised that tartan is•slightly different, but the developers agreed <br />that the red paint could be toned down 1 tint as long as. they can match a tile to <br />it. Mr. Skoulis would like it to look more the calor of the night picture that <br />was presented. Mr.. Tallon suggested that the glass block be removed. The members <br />agreed that they should come back with a eolored rendering showing a darker, more <br />toned down red color, about 2 tints lower, and it was agreed that the 2 rows of <br />white tile should be changed back to red to avoid the striped look. Since there <br />was no Safety Department report, it was decided that this should again be <br />referred to the Safety Department since the Conmission had suggested that the. <br />drives should be right turn only. City Engineer Deichmann advised that they would <br />have to submit an engineering site plan including information on storm water <br />retention, grading, drainage, and utilities. It was clarified that both the red <br />tile and paint should be toned down at least 2 shades, and the white should also <br />be toned down since this whi:te is stark. The Board ha.d no problem with the <br />landscaping. The Architectural Review Board approved.the light poles which are to <br />be lower than the building. B. Gorris moved to forward the Rally's proposal, <br />27208 Lorain Road, to the Safety Department for their recomendations as to the <br />ingress and egress an this property with the suggestion that ingress and egress <br />to this property be right turn only considering the location, however the <br />Commission would like the Safety Department's input. Also request that the <br />developer return with colored renderings for this building and it - is our <br />suggestion that the colors as eurrently presented to this Board are not the <br />2
