Mr. Skoulis would like some
urb euts on limited access highways in the
s should be approved by council, not just
the past. Mr. Schultz suggested that the
nsent ordinance prior to granting access.
the Master Plan under Focus Area l. The
i could be in the surnnarv, but more fully
developed in the plan itself. Mr. SchUltz advised that the Master Plan could
probably be made available by February 19th. Mro Thomas had contacted C.P.C. who
advised that they could provide a floppy disc of the plan to keep on file in the
city and library. In reference to Focus Area "C", Mrs. Whitmore and Mrs. LaPour,
fran the Pheasant's Walk/Quail Run Home Owners Association, were present and are
interested in the Crocker/Stearns Extension. They are primarily concerned with
buffering and landscaping adjacent to their property and also want to make sure
that the remnant parcels left after the road is constructed are transferred back
to the individual property owners, and are not sold to developers to build strip
shopping centers. Mr. Schultz believed tizat these reirmants will be deeded back to
the city, but pointed out .tha.t'500 feet of the property next to Kacirek's funeral
home is now zoned commercial. Mrs. LaPour does not believe that this property
would not have sufficient depth to build on it. They do not lmow Mr. Kacirek's
plans for this land, but a representative of their association is going to
approach him on this matter. The. home owners are also concerned about having
buffering and mounding between the highway and their back yards and pointed out
that these must be shown on the plans prior to construction. City Engineer.
Deichmann advised that usually any land which is purchased by the county and not
used is auctioned off, not given back to the city or the residents. Mr. Sehultz
will present the fina.l Mas.ter Plan and would be willing to come back for another
meeting if necessary. Mr. Thomas suggested that he might come back when the
Conunission presents the Master Plan to Council, because the Conunission does
intend.to make a formal presentation, not just forward the plan on..to Council as
has been done in the pa.st.
IX.
