? <br />CITY OF NORTH OLMSTID <br />PLANNING COMMISSION <br />MINUTES--APRIL 13, 1993 <br />I. ROLL CALL: <br />Chairman Gorris ca.lled the meeting to order at 7:35 p.m. <br />Present: L. Orlowski, K. 0'Rourke, A. Skoulis, J. Thoma.s, and B. Gorris. <br />Absent: R. Tallon. <br />Also Present: Assistant Law Director Dubelko, City Engineer'Deichmann, <br />Building Commissioner Conway, and Clerk of Comissi:ons Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />A. Skoulis moved to accept the minutes of March 23, 1993 as presented, seconded <br />by K. 0'Rourke, and unanimously approvedo <br />III. BUILDING DEPARTTENT REQUESTS: <br />1) Metro Lexus/Infinity, 28450 Lorain Road. <br />Proposal to construct an Infinity Dealership adjacent to the existing Metro Lexus <br />Dealership. <br />Mr. Sto;-aLiov, contractor, presented plans and advised Mr. Thomas that he was <br />authorized to agree to most changes to the plan unless it was something major. He <br />explained that these two pa.rcels which now contain homes would be consolidated <br />with the Lexus propertye The owners of the property are R. Greenfield and G. <br />Schneider. Mere is a Lexus sign at the dealership now and a pylon sign for this <br />dealership will be added. A 4 to 5 foot earth berm will be installed directly <br />behind the parking area and the property to the rear of that is 130 feet deep an <br />the west side and 180 feet deep on the east and will be left natural. Mr. <br />Orlowski ha.d a concern about the natural area since these areas frequently <br />collect junk and debris, he would prefer to see this section seeded with some <br />trees planted, and would like the adjacent home owners' opinion on this. <br />The developer would agree to clearing this area. There will be 30 foot high pole <br />lights in the front and 2 pole lights on the east property line, but none are <br />planned in the back of the lot. These are cut off fixtures and directs the light <br />down. Building Commissioner Conway stated that there had been no formal <br />complaints about the Lexus lighting, but he had heard that there were some <br />problems. Neither has there been any serious problems with the Lexus Dealership, <br />but their inspection did reveal some debris in the rear but this could be a <br />seasonal problem which might be remedied when the weather permits. When Lexus was <br />built the code required a five foot side yard buffer and the developers installed <br />eight, but ten is required now. The developers had advised that there will be 30 <br />new cars and 40 used cars on the Lexus lot and 30 new and.10 used on the Infinity <br />lot. However, when the property was inspected there were at least 60 new cars an <br />the Lexus site, but this is said to vary at different times. Mr. Stoyanov showed <br />Mr. Skoulis a rendering of the signs and the proposal was then discussed <br />individually by the members. Building Commissioner Conway noted that a variance <br />will be required to display cars on the 8 pods in the front setback shown on the <br />plan. Mr. Thomas objected to any display in the setback. Mr. Orlowski questioned <br />the driveway between the Nissan dealership (on the other side of Lexus) and this <br />lot, and suggested that one curb cut on Lorain be closed. It was clarified that <br />there will be no new curb cuts on Lorain for Infinity only the two existing curb <br />cuts for Lexus. After some discussion it was agreed that the driveway would keep <br />traffic off Lorain and that the curb cuts for Nissan were necessary. Mr. Stoyanov
