. ?•• <br />3) Tire America (formerly Hyperstore), 25853 Lorain Road. <br />Proposal to renovate an existing building for a retail facility. <br />Heard by Architectural Review Board on May 19, 1993. <br />Mr. Howell, representing Tire America, presented revised plans which had been <br />submitted to the Architectural Review Board, and the copy of the restrictive <br />covenant which was given to the Assistant Law Director. Mr. Orlowski noted that <br />all the landscaping shown along Brookpark ha.d been installed by the adjacent <br />Brooklor Shopping Center, some of which is in the right of way. Mr. Howell <br />pointed out where they are reloeating some landscaping and adding pines, <br />flowering crabs, etc. Mr. Thomas suggested that the grass shown in the parking <br />lot island should be replaeerl with landscaping. Mr. Orlowski believed that the 3 <br />foot mound shown was merely a change in the existing elevation. After studying <br />the plans, Mr. Thomas agreed that it was and stated that the 3 foot mound must be <br />3 foot higher than the:elevation shown for their property on the plan. Building <br />Cor,um.issioner Conway advised that from the overall grade the mound is 3 foot high <br />but there are areas where it wi11 only be 2 foot higher. The Engineering <br />Department must verify the grades ascertain that a 3 foot. mound is maintained 3 <br />foot above the surface of the parking lot. r1r. Howell explained that in some <br />areas the parking lot has settled and they intend to bring them up to grade. In <br />reference to the building, he explained that the building is now gray with a red <br />alumirnun band around it; the bulky Hyperstore structures will be renoved; the <br />building will be painted white with white dryvit applied on the front; a red <br />stripe three blocks wide will be painted around the building; internally <br />illuminated white letters will be installed on an indigo blue facade; and a 24 <br />foot wide, 14 foot high store front with glass doors and a 12 by 12 foot garage <br />door on the service garage will be installed on the Brookpark elevation. The pole <br />sign on Lorain Road will be replaced with a monument sign, a variance will be <br />needed for a second wall sign, and all the logo's on the band have been removed. <br />The signs will be turned off at 10:00 p.m. He presented a color elevation and <br />photographs of an existing building. He had no rendering of the mornunent sign but <br />explained that the pedestal would be split face block.to match.the building with <br />a Lexan face in a blue background tiaith white lettering. Mr. Orlowski believed <br />that the indigo blue was too dark and the safety red was too bright. Mr. Howell <br />presented samples of the colors. Mr. Orlowski preferred a lighter blue and a <br />toned down red. Mr. Howell responded that these are their national colors and all <br />the signs are made in volume and all the colors are coordinated including the <br />interior displays. Mr..Orlowski stated that most developers claims the same thing <br />but lately several have toned down their colors and mentioned several examples. <br />In reference to the restrictive covenant, Assistant Law Director Dubelko believed <br />that the substance of it was correct, anly some of the language would have to be <br />changed and the proposal could be moved forward subject to the covenant being put <br />in a final form. J. Thomas moved to conditionally approve the Tire America <br />development at 25853 Lorain Road, these conditions being that the Law Department <br />makes a satisfactory decision concerning the restrictive covenant that will <br />prohibit any future curb cut onto Brookpark Road by this development or by the <br />owner of the property except for any ingress or egress that will be shared by <br />adjacent parcels, such as a service road, and also including the restriction, <br />that if the building is ever abandoned, that the additional paving that is being <br />put on the south side nnist be returned to grass. Another condition being that a <br />mound that will be built for the landscaping alorg the western and south western <br />area be maintained at 3 foot above the highest portion of grade above the parking <br />that elcists within that landscape area, in other words if there is a grade in <br />that landscape area of 752 the height elevation of that mound should be 3 foot <br />above that 752 height elevation and that t-he central 6 foot concrete curbing area <br />must also be landscaped in the same style as the mound and other landscaping area <br />3
