Mr. Tallon <br />suggested moving the dtunpster to the west side of the property and that they <br />might get more parking spaces if they were angled. Since Mr. Thomas's relatives <br />own the adjacent parking lot, IKr. Benik questioned if they might sell it to him. <br />Mr. Thomas reiterated he has no interest in the praperty nor does he participate <br />in the management of it. Mr. Gorris advised that the Commission would consider <br />land- banking any parking spaces that Mr. Benik might not need, however they must <br />be viable spaces that could be used in the future if needed. Mr. Benik presented <br />an alternate plan with the bu-ilding to the west and the 4 parking spaces in the <br />front, but the members agreed that the para11e1 ha.ndicapped spaces would not be <br />workable and the drive would still be to close to the sidewalk.- Mr. Orlowski <br />noted that the Commission preferred a 15 foot bu.ffer in the back and that the <br />dumpster would not be accessible sinee there are parking spaces on both sides. <br />Mr. Benik disagreed sinee this is the same configuration as McDonald's has. After <br />some discussion, the members agreed that these plans could be forwarded to the <br />Board of Zoning Appeals but prior to that they would like an opinion from Safety, <br />Engineering, and the Law Department regarding the safety and legality of the curb <br />cut. Assistant Law Directox Dubelko will research the curb cut since it was his <br />recollection that this was not a legal aurb cut and was not non-conforminge Mr. <br />Cummings, a resident, believed that a pieket fence would be better since children <br />frequently deface board on board fences. The members agreed that there was no <br />problem with the 3 foot side yards, and the 39 foot- building setback as long as <br />the drive way was moved back from the sidewalk, however they preferred a 15 foot` <br />rear yard setbaek. Mra Gor"ris stated that it might be possible to proteet the resident with a 10 foot setbacle. Mr. Benik doubted L-hat he could have sufficient <br />parking with a 15 foot setback, but was willing to buffer. Mr. Gorris suggested <br />that he present plans showing better sCreening to the rear, modifying the drive <br />in the front, and possibly landbankdng some of the parking spaces. Mr. Benik <br />questioned the way the code dictates the rnunber of parking spaces and believed <br />tha,t customers would leave if no parking were available and he would like to add <br />seats and see if there was a parking problem.rather than have then limited by-the <br />rnimber of spaces.. He was acivised that this was based on an accepted architectural <br />standard, further has nothing to do with the Fire Marshall's figures of the <br />nunber of people allowed in a structure. B. Gorris moved to table the Ice Cream <br />Parlor, 27045 Lorain Road, proposal to construct a new building on the former <br />Sparks Tune Up property Until the June 22nd meeting at which point the Commission <br />will be receiving a report from Mr. Gareau concerning his comnents made at the <br />April 25, 1989 Planning Goirunissinn meeting and after this site plan has been <br />cireulated to the Safety Foices and the Engineering Department for their input, <br />seconded by L. Orlowski, and Unanimously approved. It was clarified that the <br />modified site plan must be presented.for this review. <br />Aquasonic Auto Wash, 28800 Loraifl Road. <br />Proposal to construct a combination garage and storage building behind existing <br />facility. <br />John and Jay Attwood, owmme.rs, presented plans and explained that they are <br />proposing a cold storage parking garage located to the rear of the developed <br />property. The garage is to be used to store up to four automobiles that have been <br />detailed until they can be returned to their owners. No work will be done inside <br />the garage which will be of steel construction with a wood shingled roof and will <br />match the existing building. He explained that there were 23 parking spaces <br />existing and they had landbanked'18., Building Commissioner Conway advised that no <br />new parking spaces wi]1 be rEquired since this is for storage.
