If the additional parking were <br />needed the driveway in front of the biailei.ing would be removed and the access <br />drive would become one-waya He further clarified that the trash bin has.parking <br />on both sides of it which is the same as McDonald's and he believed that there <br />was a cooperative effort between the manager, employees, customers and the <br />hauler. Mr. Griffith had stated that handieapped spaces should be beside the <br />building, but since he had no parlcing lieside the buiiding, he did not believe he <br />should make an exception for one space. Mr. -Deichmarin clarified that handicapped <br />parking must be as close to the accessible entrance as possible, if there is no <br />parking immediately adjacent t'o the building then it should be as close as <br />possible to the entrance of the building, Mra Gorris did not believe these <br />landbanked spaces made sense. If this parkiuig would ever have to be used, there <br />would be no traffic circulation on the property, it would define one way traffic, <br />entering on one drive and exiting from the other. Mr. Benik stated that Mr. <br />Griffith had no problem with this tahatsoever as long as the exit is as far east <br />as possible. If he did not:have a eut through at a11 and the drive on the front <br />. of the building was removed, drivers wouTd have to enter from Lorain and exit <br />from Whitethorn. The members discussed this and decided that this might be the <br />best plan, but one space on the side might-have to be eliminated. The members <br />discussed the plan and suggested tYiat the paraliel space might not work and the <br />one landbanked space adjacent to the .building might be used for a handicapped <br />space. It was agreed that this plan should be reconfigured with exit only on <br />Whitethorn and entrance only on Lorain and somehow the exit on Whitethorn should <br />be controlled so that drive is not used as an entrance. Mr. Thomas suggested that <br />a deed restriction should be put on that curb-cut, the same deed restriction that <br />was put on it the last time, that it would have to be reviewed should the nature <br />of the business change. Mr. Orlowski suggested that there be additional green <br />area to fiinnel the traffic as an exit, onl.y. Mr. Benik explained the drive thni <br />pick up window would be at the middle of the rear wa11. He asked why P1r. Gorris <br />would not be comfortable with.the drive in the fr.ont of the building. Mr. Gorris <br />responded that this drive would establ•ish internal flow on the property, then if <br />landbanked parking was needed, the flow would have to be changed. Mr. Benik did <br />not understand the objection to the frorit driwe. Mr. Orlowski clarified that if <br />there is a driveway across the front anel someone pulls in from Whitethorn and <br />someone else pulls in from Lorain there could be some confusion about who has the <br />right of way. Mr. Benik ha.d hoped to increase the seating since there would be 16 <br />parking spaces and 8 landbanked spaces for a total of 24 spaces which would allow <br />48 seats, if the Commission approved these landbanked spaces. Mr. Conway <br />clarified that landbanked parking must be in landscaping, spaces could not be <br />landbanked in a paved area. Tf he returned in the ftxture to eliminate a drive to <br />provide parking it would be a different is5ue. Mr. Gorris stated the purpose of <br />landbanking spaces is to add green area, not to provide roadway. Mr. Conway <br />pointed out that if he wanted to landbank the 6 spaces without the driveway, then <br />the first nvo spaces would only be about 2 feet off the property line. Mr. Benik <br />stated that, if necessary, he will pave the 8 parking stalls in the front of the <br />building, the city would be less attractive and it would be more dangerous to <br />pedestrians. Mr. Gorris clarified that he would not have to put in the 8 spaces, <br />but he could not landbank the paved area. IrJr. Benik stated that he thought they <br />were all trying to work together, and he does not want the front spaces paved, <br />but in order to save time he would put them in rather than return.
