ROLL CAI,L : <br />Chairman Gorris called the meeting to order at 7:30 p.m. <br />Present: L. Orlowski, K. 0'Rourke, A. Skoulis, J. Thomas, and B. Gorris. <br />Absent: R. Tallon. <br />Also Present: Assistant Law Director Dubelko,.City Engineer Deichmann, Building <br />Coirunissioner Conway, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />The review of the minutes was deferred tmtil the end of the meeting. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Society National Bank, 26401 Brookpark Road, Great Northern Shopping Center <br />(on the present site of Putt-Putt). <br />Proposal to construct free standing building. <br />Heard by Architectural Review Board on September 22, 1993. <br />It was noted that the Architectural Review Board had approved the proposal as <br />presented. Mr. Papandreas, representing the Great Northern Shopping Center, <br />presented a letter from Traff-Pro regarding traffic on the ring road in the <br />out lot which advised that the proposed bank will not create a traffic flow <br />problem w-ithin Great Northern P1aza North. In reference to other issues they <br />advised: that the additional traffic would not create any kind of a burden on the <br />existing traffic; that this land use was compatible to what is existing; and the <br />trafiic circulation pattern was in keeping with good design and should not pose <br />additional problems. Mr. Orlowski noted that the minutes only reflected his <br />request for arrows painted on the pavement, not for the signage he had suggested <br />to clirect traffic to the left away from the loading area of Finast. Mr. <br />Papandreas asked Traff-Pro specifically to address the A.T.M. area and they did <br />not think that signs would }e necessary, since the traffic behind Finast is so <br />light, but they did not recommend against having them. Mr. Gorris did not believe <br />that the bank was going to add that much more traffic, but he asked if the <br />consultants had received any information on how the traffic is at present. N'?r. <br />Papandreas advised that he had superimposed the bank plan on the existing site <br />plan for Traff-Pro's review. xe advised Mr. Skoulis that as yet the plan allows <br />the traffic to go either way. Mr. Skoulis and Mr. Orlowslci agreed that at times, <br />especially between 10:00 a.m. and 1:00 p.m., there could be probletns driving <br />behind Finaste Mr. Papandreas suggested a painted stop bar Just before the east <br />west road begins. Mr. Orlowski stated that if an arrow directing traffic to the <br />left zaas painted an the asphalt, most drivers would follow it. Mr. Papandreas had <br />no objection. PZr. Smith, architect for Society, advised that they had no probleri <br />with having both a sign and the arrows. He presented revised drawings which <br />indicate pedestrian access from Brookpark Road to the bank, but explained that <br />they prefer not to encourage pedestrian circulation in the parking area which <br />could be dangerous, neither do they want to encourage the patrons of Chi Chi's <br />and Finast to park in their lot. Mrm Skoulis asked if they intended to replace <br />the existing pole sign with a ground sign. Mr. Smith responded that since <br />variances are required for the building signs, it would be logical to obtain a <br />variance to replace the pole sign with a ground sign at the same time. Mr. Gorris <br />asked if any time period for rerioving the old A.T.N. structures had been <br />1
