whereas if it were an the top of the mound light materials might blow over it. <br />Mr. Orlowski believed that the additional height might also prevent ma.terials <br />from blowing over the top. He would also like the developer to include on either <br />side of the fence a solid landscaping of conifer type trees, in other words, a <br />nice woven fence of evergreens that would grow together to provide a solid fence. <br />He believed that this plan shows fewer trees than the plan dated January 4, 1994, <br />and stated that ea.ch plan that the members have received has had less greenery an <br />it. He again stated his concern about the developers installing 10 more feet of <br />asphalt, and sti11 stating that ttiey will maintain an 8 foot high mounda He is <br />pleas.ed that the large fall is on Wal-Mart's side. He also would like the <br />developers to look at the Promena.de in Westlake which has a block wall that runs <br />behind the strip shopping center and also has a 4 or 5 foot block wall that comes <br />out along the truck dock. Consiciering that they are recessing only part of the <br />dock area where the end of the trailer is, the tractor will be at grade level, he <br />would like a block wall on the east. side which would come up to the top of the <br />tractor. Mr. Newberry advised thaL in order to serve the building adequa.tely they <br />needed a11 three truck docks and -the code requires tha.t they have 4 and there are <br />3 depressed docks and a man door which serves as the fourth one. It was noted <br />that at times a trailer was left in the dock for a period of time while the <br />tractor went back. In response to another question, Mr. Newberry explained that <br />all. of the handicapped spaces ai.e by the front door, none are at the garden <br />center or the T.B.O., but these people could go through the front door to the <br />garden center or have their ca.r p=icked up for the T.B.O. He further advised that <br />he did submit elevations showing the signs, and they would have to go to B.Z.A. <br />for a variance for signage. Mr. Orlowski stated that his notes showed that during <br />the d.iscussion of the proposal for Sherwin Williams property, that all deliveries <br />would be between 6:30 and 2:00 p.m. and he would like hours of delivery limited, <br />at the very minimum, to the hours that the store is open, perhaps 7:00 aem. to <br />10:00 p.m. Building Commissioner Conway advised that deliveries are only allowed <br />between 8:00 a.m. and 9:00 p.m: Regarding the light poles, Mr. Orlowski stated <br />that the Metro Lexus dealership had 400 watt Inilbs on 20 foot poles, and he <br />believed tha.t if a car dealership could use this in an outdoor storage area, it <br />should be enough for a parking l.ot so Wal-Mart could get by with less than 42 <br />foot poles. Mr. Newberry responded that Metro Lexus wants to concentrate the <br />light on the cars, they are not concerned, as a retail outlet would be, with <br />security in a parking lot. As he mentioned at another meeting, Mr. Orlowski <br />stated that Wal-Mart was proposing more light poles than the Great Northern strip <br />shopping center. Considering the size of the strip center he believed that their <br />proposed lights are excessive. He stated that only one area in their plan adhered <br />to a.9 foot candle level and that is east of the entrance off Country Club <br />Boulevard and is in a landscaped aream Mr. Newberry clarified that their minimm <br />lighting level is to be .9. Mr. Orlowski stated that everyone only bu.ilt to <br />min;Trnm, standards. Mr. Newberry responded that the store is not built to the <br />min;nn= line. Mr. Orlowski stated that none of the lights south of the building, <br />except ane, are shielded, and he stated that these woUld throw the glare out at <br />360 degrees. Considering the residents on the other side of Brookpark Road and on <br />Clareshire, he believed that the 1_ights should be shielded in those areas so they <br />shined down on Wal-Mart's area. Ntr. Newberry stated that that was the intent of <br />the plan submitted, Mr. Orlowski disagreed stating that the best way to maintain <br />mininnnn glare and over spill of lights was to shield them, especially that bank <br />of lights on Brookpark Road in the first row of parking. Because the lights are <br />on 42 foot poles, he feels sorry for the people on Clareshire Drive if the lights <br />are not shielded. Mr. Newberry stated that the people in Colebrook will not see <br />the lights, but the people in Clareshire will see the one pole by the truck dock, <br />but the way the fixtures are designed there will be no glare or dire:.t visibility <br />4
