:t <br />mound; we will be looking to have an 8 foot brick wall (8 inches thick) on top of <br />the mound; we would like to see a"Do Not Block Drive" sign on the east side of <br />the driveway entrance to the Westbury Apartments; we would like to see the <br />restriction of the hours of the usage of the compactor to the same hours as the <br />truck tmloading which is specifically 8:00 a.m. to 9:00 p.m.; we would like to <br />see Mr. Wendell's plan on the type and shape of conifer trees and greenery that <br />he is proposing; we would like to have all of the peripheral light fixtures <br />shielded around the entire perimeter of the parking lot; we would like to have <br />our Engineering Department receive information from Wal-Mart when they connect <br />the roadway past the Westbury Apartments that there is not going to be any damage <br />through the excavation and preparation of a roadway and through vibration of <br />vehicle traffic through there, so that there will not be any damage to that <br />underground paxking garage. Mr. Gorris then added,"We want to see a site plan <br />with one entrance off of Brookpark Road (we do not care where that entrance is) <br />but we only want to see ane entrance, however we want to see how it ties in with <br />parcel "E" across the street and we want that drawing to show some buildings on <br />parcel "E" that we believe that parcel "E" could be developed should that <br />entrance be placed there; Mr. Orlowski continued: "We would like to see a larger <br />mound, about 6 feet high taken from the floor level of the building along <br />Brookpark Road which can taper down in the area of the drive between the entrance <br />driveway and the eastern boundary of the building, we would like to see some <br />additional landscaping such as conifer trees on the side and top of the higher <br />maund; we would still like to see that the mound is going to fit at 8 foot high <br />and we would like the additional 10 feet incorporated into landscaping along that <br />eastern boundary; Mr. Thomas stated "that we will need to have an interpretation <br />_ from the Law Department as far as the process that is necessary for the accesses <br />for Brookpark Road, the procedures and how this is incorporated in the approval <br />and the subsequent review of these plans as it goes to council. The motion was <br />seconded by R. Tallon. Mr. Thomas recapped what was asked for, an elevation <br />incorporating what they perceive as the reconIInendations of the A.R.B. at <br />tonight's 5:30 meeting, we would like to see additional clarification of the <br />compactor enclosure type of construction, etc.; we would like to see the height <br />of the 8 foot mound to be measured above the average highest elevation of the <br />floor level...Mr. Orlowski clarified that "We are looking to have the measurement <br />of the base of this mound be established, or be in relation to, either the floor <br />grade and/or the highest point on the eastern boundary or above floor grade of <br />Wal-Mart's property. We want to establish that the base of the mound is going to <br />start at grade or grades of this building and will be 8 foot high or upwards. Mr. <br />Thomas continued "you want to include the 8 foot high brick wall as recommended <br />by the A.R.B., we want to see some indication of the truck unloading and <br />compactor hours that is proposed for operation; we want to see the peripheral <br />light fixtures shielded along the property lines, we want to see the plan reflect <br />a single entrance. Mr. Gorris stated "We would be willing to accept a letter from <br />the owners of parcel "E" saying that the location of this drive will have no <br />adverse effect an the development of parcel "E" as it is currently shown. So take <br />your choice, a drawing or.... Mr. Bingham interrupted stating that he objected to <br />that being part of the application which has been submitted on this piece of <br />property and asked that his objection be part of the minutes. Mr. Gorris asked <br />that this be noted. It was clarified that there was to be a 6 foot mound in front <br />of the building, east of the entrance along Brookparke Mr. Miller would like to <br />see the elimination of the left hand turn lane in the east bound lanes of <br />Brookpark because that would invite illegal left hand turns. Mr. Newberry stated <br />that this was shown as for the future site plan. The motion was seconded by R. <br />l Tallon, and unanimously approved. Mr. Gorris advised that he would draft a memo <br />to the Law Department. <br />13
