AP ? <br />granting a variance. Mr. Thomas noted that Wal-Mart reluctantly gave up some <br />parking spaces, but now Mr. Bingham advised that they would ask for a variance to <br />display in what could conceivably be up to 200 spaces. Mr. Bingham responded <br />from the audience that he hadn't mentioned 200 spaces. Mr. Newberry responded <br />that 200 spaces out of the Macedonia center would be considerably more than what <br />was ever used for the construction of the center, much less for displays, but <br />they do have about 100 spaces an the side of the building and some of those might <br />be available. The Macedonia store and the Medina store are about the same size, <br />which is smaller than the proposed North 0].msted store. Mr. Miller noted that <br />they had said that they did not build a smaller store. Mr. Newberry responded <br />that there are many prototypes for Wal-Mart based on the anticipated dollar <br />voliune of the store. Mr. Miller observed that they are building this size store <br />here because they can anticipate a larger volume saleso Mr. Newberry stated that <br />Wal-Mart believed that they could put up the 150,000 store imnediately at this <br />location without putting up a snaller store and adding the expansion. He <br />clarified for Mr. Miller that there are other smaller prototypes geared for other <br />market areas with different populations and different projected traffic patterns. <br />In response to Mr. Gorris' question, Mr. Bingham advised that the typical size of <br />an outdoor display for a garden center is 15,050 square feet which includes the <br />building portion and the enclosed outdoor seasonal area. He clarified that <br />displays outside the actual garden center would vary during the temporary <br />seasonal period. As part of the negotiations with their seller, they have a <br />limited display area autside which is restricted to the parking lot south of the <br />garden center and the T.B.O. and another area restricted to portions of the front <br />sidewalk. Mr. Bingham clarified that he cannot say how may parking spaces they <br />would use if they asked for a variance. Since -t?r-?are 100 spaces on the south <br />parking lot, Mr. Miller asked if the displ could s 11 over into the truck <br />turnaround area, and Mr. Newberry responded t at this was not addressed in the <br />agreement with the sellers, but it would be far more important to the truck <br />operations than to the sellers. After it was established that there were 137 <br />parking spaces in the south parking lot, Mr. Bingham noted that they could not <br />use all of these spaces for display since they do need some of them for parking. <br />Mr. Newberry clarified that the enclosed area was shown on the plan by the dark <br />line, arni the dotted line indicated the partial shed roof that extends beyond the <br />enclosed area. Mr. Herbster, the architect, clarified that this would be ametal <br />standing seam panel roofing (name of material will be supplied later). Mr. <br />Newberry explained that there were three areas in the garden center, a 116 by 45 <br />foot enclosed axea built like the rest of the building; an extension on the south <br />side of that which has walls on the east and west and a sloped roof on the top; <br />and an enclosure surrounded by a wrought iron or steel picket fence with Enduro <br />Shade fabric over the top of it. The members discussed the plans individually. <br />Mr. Tallon noted that none of this was shown on the rendering. The developers <br />clarified that the roof was below the steel fence and that the metal roof would <br />not be visible beyond the limits of the garden center. Mr. Orlowski questioned <br />how high the block wall'on the east side of dock area would be. Mr. Newberry <br />stated that it would be 10 foot from the building grade and since the truck dock <br />is recessed below that the wall would be almost 16 feet high at that location. <br />Regarding Mr. Orlowski's suggestion to put the doors of the T.B.O. on the south <br />side, Mr. Newberry responded that there is a two ca.r drive through bay for oil <br />changes on the south side and relocating the doors would change that operation. <br />Mr. Orlowski believed that the customer's could back out. Mr. Thomas reviewed <br />discussion. There is concern about the additional blacktop that exists at the <br />rear of the building to the mounding area, whether or not that would accommodate <br />a true 8 foot mound and whether or not that mound was at the grade level of the <br />building or above the average grade level; concern about the use of the parking <br />5
