'? , •? <br />object to lav_dscaping and buffering in the right of way, but they reserved the right to review it for <br />safety from a traffic staudpoint. Further they are not proceeding with their review of the appraisal, <br />because they are not clear as to how many breaks in the limited access line are to be requested. <br />Mr. Newberry asked that the commission give some directiou on this so that they may go forward <br />with their requests. In reference to the truck maneuvering area, it was requested that the edge of <br />the pavement be 35 feet from the east property line so the mou.nd will fit, so the southern portion <br />of the mound has been widened to 34.8 feet so that the mound will maintain 8 feet high without <br />having a retaining structure all the way to the end. Wal-Mart believed that their trucks cau <br />maneuver within the 105 feet turnaround. In case there might be a problem, they will install a <br />mountable curb so the truck could roll up on it if necessary. Mrs. O'Rourke asked if this is where <br />the board on board fence would start at that point. Mr. Newberry responded that. he was <br />proposing that the fence start south of that where the mound starts to slope down. Mr. Orlowski <br />asked if they were still proposing the brick knee wall with columns and a wrought iron fence iu <br />between for this garden center as was seen at other locations. Mr. Newberry stated that they <br />were. He future clarified that the mound will terminate south of the last Clareshire building in <br />order to save some trees and then a secondary mound will begin west of the oak trees at the south <br />corner. Mr. Orlowski would like the main mound to curve instead, of having two mounds. Mr. <br />Newberry stated .that this would make it impossible to save the two 24 to 30 inch oak trees iu <br />that area. Mr. Thomas suggested that it could be stipulated in the motion that any trees that died <br />should be replaced with additional mounding , buffering, or trees. Mr. Newberry asked that a time <br />limit be stipulated if that condition is imposed., but pointed out that replacing landscaping is part <br />of their agreement with Biskind. Mr. Orlowski questioned if it were necessary to go down to the <br />752 grade height between the two mounds. Mr. Newberry does not want to raise the grade in that <br />area because the trees will die. Mr. Orlowski would like the residents input on this. Mr. Newberry, <br />asked the residents who were present what they preferred. H,e clarified for Mr. Miller that there <br />will be some understory plantings in that area, such as crab apple, pines. He also explained the <br />entrance landscape plans have crab apples, junipers, and pointed out where they were shown on <br />the plans. Prior to having audience participation, Mr. Gorris recapped what has been proposed <br />for this site: an 8 foot high mound (measured from the floor of the building) on the eastern side <br />with an 8 foot high brick wall on top and landscaping; there will be a 6 foot mound along <br />Brookpark Road, all the peripheral fixtures will be shielded (excerpt for the one at the main . <br />entrance) so that light does not spill over onto adjacent property, the poles will be 26 feet high; <br />the trash compactor will be in an insulated enclosure and it will probably be required that all trash <br />generated by this facility will be maintained inside, and not stored outside; since they are within 4 <br />parking spaces of the code, the Commission will probably recommend to the Board of Zoning <br />Appeals that a variance not be granted to display landscape material outside; a 10 foot high, 60 <br />foot long block wall is shown on the east side of the truck dock; a plan has been presented with <br />one access on Brookpark Road and the appearance of the building has been improved. He <br />contradicted a statement in the newspaper that there had been pressure on the members to <br />approve this proposal and stated that in past three aclmivistrations, no one had ever pressured him, <br />personally to approve proposal. He further advised that 1VIr. Papandreas, representing Biskind <br />Development, has submitted a letter indicating that this entrance on the south will not impede the <br />development of the of the parcel across the street. Mrs. Kruger, a resident of the building closest <br />to where the mound is to be stopped, advised that she would prefer the mound with the wall all <br />the way down to the end rather than stopping it to save two trees.
