r <br />CITY OF NORTH OLMSTED <br />PLANNING COMIVIISSION <br />MIlNUTES- JLTNE 14, 1994 ' <br />I. ROLL CALL: <br />Present: P. Miller, L. Orlowski, K O'Rourke, and J. Thomas, <br />Absent: D. Alston, R. Tallon, and B. Gorris. <br />Also Present: Assistant Law Director Dubelko, Building Commissidner Conway, Assistant City <br />Engineer McDermott, and Clerk of Commissions Oring. <br />U. REVrEW AND CORRECTION OF MINTJTES: <br />The minutes of Apri112, 1994 were corrected to include Mr. Miller as having been excused from <br />the meeting. P. Miller moved to accept the minutes of April 12, 1994 as corrected, seconded by <br />K O'Rourke, and unauimously approved. <br />In the minutes of May 9th, Mr. Orlowski wanted to change the word outside to inside, on the <br />middle of page 7, to read ".....bales of pallets will be maintained in the inside....... P. Miller moved <br />to approve the minutes of May 9, 1994 as corrected, seconded by J. Thomas, and unanimously <br />approved. <br />J. Thomas moved to accept the minutes of May 10, 1994 as presented, seconded by P. Miller, and <br />unanimously approved. <br />Q. BUII.,DING DEPARTMENT REQUESTS: <br />1) A Cliild's View, 24106 Lorain Road, <br />Proposal to have a day care facility with playground in rear in a General Retail District. <br />Conditional Use Permit required. <br />Ms. Rogers, real estate agent, and Ms. Wol? owner of the day care center, presented a new plan <br />and explained that they are requesting a conditional use permit which is required in the General <br />Retail District. Included in their information was a memo from Law Director Gareau which she <br />claimed supported a day care facility in a retail district. Mr. Thomas clarified that this was merely <br />a legal opinion; he was not necessarily supporting the use. Included in the packet was a list of <br />licensing requirements for the State of Ohio one of which stipulates an outdoor play area. This <br />area outdoor will be enclosed by a 6 foot chain link fence on two sides (high lighted in yellow), <br />and a board on board fence on the other two (one is the existing fence). The playground will be <br />used during the hours from 9:00 a.m. to 5:00 p.m., weather permitting, and will have moveable <br />equipment similar to Little Tykes' toys. A statement has been submitted which was signed by the <br />abutting neighbors confirming that they have no objection. It was clarified that this is not the <br />storefront immediately next to Slam Jam's ( a bar) and that they have moved the play area from <br />the one shown originally. Ms. Wolf noted that the three major day care centers are located on the <br />western end of the city and Child's View will be on the eastern end. Principals from two schools <br />have advised that many parents will welcome their after schooi program, and she has contacted <br />both the high school and the vocational school about a volunteer program for seniors plauning to <br />go into elementary education or child care.
