Mr. Thomas stated that the 4 million estimate <br />for Wal-Mart was for the full development for 155,000 square feet with three accesses. Mr. Deichmaim <br />clarified that the least expensive option for Wal-Mart was close to this, but he could not compare tlus <br />estimate to the 4 million estimate which not only included acquiring more right of way, but more <br />infrastructure work. He clarified that this estimate was based on the traffic study since it showed fewer <br />cars. Mr. Gorris noted that if the traffic figures were off? the costs could go higher and also pointed out <br />that the traffic study is showing less traffic, but the developers refuse to cut back on parking spaces. Mr. <br />Papandreas explained that the vehicle trip ends do not necessarily have a direct relationship on the <br />number of spaces that would be required. Mr. Thomas stated that the Commission's concem was that the <br />tax payers would be paying for these improvements. Mr. Papandreas stated that they have tried to <br />accommodate all of the Commission's concerns and they would go back to their tenants and see if they <br />woulcl reduce that requirement. It was clarified that the spaces along Mill Road would be relocated, not <br />landbanked. Mr. Papandreas would be willing to landbank one or two spaces along Mill Road if the <br />forester determined it was necessary. The plans show 24 landbanked spaces plus a small bank of 3 west <br />of the building, 23 along the north east corner on Mill and 14 further down across from the apartineuts. <br />T7ie area marked "Yequested landbanked spaces" on the plan are the ones that the Commission asked to <br />be landbanked, not actual landbanked spaces. Regarding the correlation between trip ends and parking, <br />Mr. Deichmann explaiued I.T.E.. has 2 manuals, a trip generation manual and a parking generatiou <br />manual because there is not a direct correlation between trip generation and number of parking spaces, <br />the exact percentage of decrease in trip generation does not correspond in an identical decrease in <br />parking space generation. Mr. Thomas pointed out that tlus disagreed with what Mr. Griffith had stated. <br />Mr. Griffith responded that generally speaking there is a correlation, but there is a variation between trips <br />and nuinber of parking spaces required. Mr. Deiclunann clarified that there is not an identical <br />correspondence. The members believed that it would be close. Mrs. Herbster, a resident, wondered what <br />hours stereos are installed and if these hours be shortened. Mr. Papandreas was not sure of the exact <br />hours but noted that they had relocated the service doors to address the noise concern. Mr. Thomas <br />believed that they will install stereos throughout the day as long as they are selling them. Mr. Hoelter, a <br />resident, advised that he believed all of the neighbors would agree to relocating the chain link fence, but <br />emphasized that this is not to replace the board on board fence on top of the dike, it is in addition to it. <br />He would leave the location of the chain link fence up to the developer in order to save as many trees as <br />possible. As far as the stereo installation is concerned, he believed that 1VIrs. Herbster is coucerned about <br />the door facing the rear, and he would like some kind of souud insulation inside the bays so that if a door <br />is left open, as much sound as possible would be absorbed. He further was concerned about any <br />expansion and expressed the hope that if there were any expansion it would not be to the west, and some <br />neighbors are concerned that later on the landbanked parking spaces will be used for parking for pick-up <br />of stereo equipment or the for cars waiting to have the stereo equipment installed, he would like all of <br />that taken care of ou the public side of the building, not behind the building. Mr. Thomas noted that tlus <br />would be built up to the 25% maximum development now, and to expand they would need a variance. <br />Mr. Herbster stated that the neighbors are concerned that they could move the west wall out on store <br />`B" where the landbanked spaces are and cut back the mound in order to expand closer to their homes. <br />They would like it stipulated that the west wall could not be moved from this day forward. The members <br />doubted that tlus could be done. After consulting the code, W. Conway advised that they would need a <br />50 foot side yard buffer adjacent to residential property, and the loading zoning zones also have to be 50 <br />feet away, there is ovly 50 feet there now. Mr. Thomas questioned Mr. Dubelko regarding the Plauning <br />Commission's authority. Mr. I3ubelko responded that Planning Commission only recommends, and <br />5
