CITY OF NORTH OLMSTED <br />BOARD OF BUII.,DING CODE APPEALS <br />MINUTES-AUGUST 1, 1994 <br />SPECIAL MEETING <br />1. ROLL CALL: <br />Chairman Burk called the meeting to order at 4:45 p.m. <br />Present: R. Burk, P. Engoglia, and D. Spoerke. <br />Absent: J. Kazak and W. Fiar. <br />Also Present: Safety Director Kasler and Building Commissioner Conway. <br />II. REVIEW AND CORRECTIONS OF MINUTES: <br />Defened until a regularly scheduled meeting. <br />III. COMMCTNICATIONS: <br />Reports regarding the inspections and condition of the buildings at 24319 Lorain Road. <br />N. HEARINGS: Buildings located at 24319 Lorain Itoad. <br />Chairmau Burk advised that this meeting was called at the Building Commissioner's request. (The <br />members had viewed the premises earlier.) Mr. Conway advised that the reports mentioned above <br />were from the Fire Chief and him regarding the condition of the property. There have been <br />conversations with the owner, Richard Volare, about boarding up and securing the buildings to <br />prevent entry. However, since that time there has been entry and vandalism. He presented pictures <br />which showed these conditions: windows are broken, walls and doors are torn out, medication is <br />on the floors, siding is torn ofl? roof on the back building has collapsed, plumbing is torn out so <br />sewer gas is escaping, and there is evidence of rodent infestation. The property has probably been <br />vacant since the first of the year and, in May, the owner advised that he was not the legal owner <br />since the property had not transferred as yet, but that when it did he would apply for a demolition <br />permit, probably some time in May. There have been telephone conversations since then. Mr. <br />Engoglia, who is acquainted with Mr. Valore, has called him, but he had not been responsive. He <br />just received another call from him which he will return later this evening. Safety Director Kasler <br />advised that she had reviewed the steps that must be taken under Ohio law prior to ordering a <br />demolition with Mr. Conway and inspections have been made by the Fire Department, the <br />Building Department, and this hearing by the board is required for their consideration of these <br />reports. She believed that they went above and beyond what was required, by sending another <br />letter to Mr. Volare by certified mail explaining that the condition has become worse and <br />requesting him to call Mr. Conway by the end of the week to address these problems. It also <br />advised that the city would proceed pursuant to Ohio Law. After the receiving the receipt for the <br />certified letter, they intend to go forward with the demolition. Mr. Engoglia advised that he will <br />return Mr. Volare's call this evening. Mr. Burk asked if it would be sufficient if Mr. Volare
