<br />stopped. Mr. Rindflesch stated that A.S.H.I. does not solicit memberships and_ <br />does not say everyone must be a member to do a good home inspection. Their <br />position is that they are a professional society and have a standard of practice <br />and welcome anyone to follow their standards. He welcomes new inspectors who are <br />seeking information, this meeting is not a testimony to A.S.H.I., it is a matter <br />of professional standards and a matter of does North Olmsted need additional <br />licensing to burden the people. He does not believe that if North Olmsted <br />institutes this, no one will inspect in the city, but bureaucracy can sometimes <br />be overwhe]riing. He is aware of all problems that can occur and he hopes that all <br />cities enact a safe and sanitary inspection. Mr. Conway suggested that anyone <br />person who did not speak, leave his name and address with the clerk so additional <br />notification can be sent to anyone who would care to come to a future meeting on <br />this subject. Mre L. Fletcher, National Risk Management Company, advised tha,t he <br />is a licensed broker, a licensed State Inspector, and an appraiser. He believed <br />that this boiled down to quality control and suggested developing a quality <br />control program or standard procedure that the city of North Olmsted would want <br />all inspectors to abide by. He stated that all when a similar situation came <br />abouc with the appraisers, the State elininated that by instituting a standard <br />test. He believed that licensing should be done on a State level. He thought that <br />perhaps the Building Department could institute a quality control program that <br />all companies should have to address or prove that they have sufficient quality <br />control or inspection programs in-house. Mr. M. Griffin, Professional Home <br />Consultants Inc., stated that he Lmderstooel the concern for the health, safety, <br />and security of the citizens of the community, but strongly recommended that the <br />city moved slowly. He stated that he was a founding member of the Ohio chapter of <br />A.S.H.I., and aside from the training that has been discussed at length this <br />evening, they are required to take continuing education. He maintained that the <br />association itself took care of incompetent members. He reiterated that they do <br />not enforce the code, that is up to the building official and again mentioned tne <br />point of sale inspections. Frequently, he has found problems that were over <br />looked after a point of sale inspeetion. He pointed out the many distractions <br />that they had while doing an inspeetion. Mr.. Liggitt, gave an example of after <br />doing an inspection, pointing out many.defects which the seller was supposed to <br />correct, which the buyer asstuned had been done, later when the buyer wanted to <br />sell the home another inspector found the same items and the home owner clair.med <br />that he had missed them. He noted that his report was almost identical with the <br />new report but an inspector can only advise, they cannot order that corrections <br />will be made. In response to AZr. Conway's question, rlro Liggett responded that <br />they could probably provide a copy of the test that is given. Mr. Ryglewicz <br />suggested that Mr. Conway contact his office and they zvould send them sample <br />questions of the A.S.H.I. test. Mre Conway clarified that no citizens have <br />actually asked that inspectors be lieensed, this has been a discussion with the <br />board.
