problems on Clague Road. He further mentioned that at the other meetings it appeared most people <br />were in favor of single family homes. Mr. Shuster responded that many people who came tonight <br />favored the cluster homes, and he maintained that the residents in favor of cluster homes had been <br />intimidated at the previous meetings because some of the other residents were hostile. He believed <br />that the residents of Sharon Drive and Woodview were the most affected, not those on Tree Lane. <br />Mr. Cannali would like the access to this property onto Lorain Road, and was concerned about <br />construction velucles on Sharon Drive which is in bad shape now. Mr. Whitlatch stated that they <br />would not take construction equipment down Sharon Drive, but reiterated that these residents have a <br />right to be part of the neighborhood. Ms. Lawrence believed that the tax payers and present owners <br />have rights too and asked if the developers would listen to them. Mr. Whitlatch responded that they <br />did listen and they reconfigured the cluster homes because of what they heard, but the residents still <br />did not want the clusters. Now they are developing what is permitted under the zoning code <br />requiring no variances or xezoning. Ms. Lawrence noted that the developers would prefer cluster <br />homes, and believed that something could be worked out between the two. But since the area has <br />had serious problems for years, putting in a development before the problems are resolved will create <br />more problems and their homes will flood also. Mr. Basalla stated that after they met with the <br />residents, he had believed that if they returned with a plan that solved the majority of the problems <br />that they would have had their support. However, the exact opposite occurred and they ran into the <br />same opposition that they had previously. Mr. Willbourne stated that the sewer problem would have <br />to be addressed first, and he started to make a statement to Mr. `1Vhitlatch, but was advised that he <br />must address the Commission, not attack the developer. R. Tallon moved to refer the Whitlatch and <br />Company'Subdivision - Preliminary Plan to subdivide permanent parcel nos. 231-14-1,2,3, and 4, <br />located on the north side of I,orain Road between Clague Road and West 231 Street, and abutting <br />the east terminal ends of Sharon and Woodview drives into fifly six (56) "C" Residence, Single lots <br />plus remnant commercial property fronting on Lorain Road. The proposed residential subdivision <br />extends south into the existing commercial (Retail business, General) zone to the Police and Fire <br />Department to look into the desirability of an access into W. 231 Street and to check the radius on <br />the cul-de-sacs for emergency vehicle access, seconded by T. Manning and unaniinously approved. <br />Mr. Tallon advised the residents that the Commission was getting conflicting ideas as to what they <br />wanted and he would like them to come to some sort of consensus. He suggested that they might <br />meet with the developer again. A member of the audience stated that it was always the same small <br />group of people who spoke in favor of the single family homes, there are many others in the <br />neighborhood who would not object to cluster, especially because of the street openings. Mr. <br />Manuing advised that they could not deny the developer the use of his property, and it will be <br />developed, so the neighbors should come to an agreement. Mr. Tallon explained that Sharon and <br />Woodview were originally platted to be extended into this area. Mr. and Mrs. Spaulding advised that <br />they had had a meeting Sunday night and there were 30 people representing about 18 families, and <br />the majority preferred the single family development. Mrs. Spaulding stated that she had spoken for <br />several other people so that each person did not have to speak individually, but if someone had <br />disagreed, they should have spoken up. Mr. Manning suggested that the they should all get together <br />with their Councilmau, Councilinan Miller and the developer. Mr. Tallon again tried to explain to the <br />audience that the intent had always been to expand Woodview and Sharon Drives through this <br />property. Mr. Spaulding stated that they had seeri Whitlatch Cluster Developments in other <br />communities, and they did not like the quality of the homes. Mr. Miller stated that he will try to have <br />the exact meeting date published in the local papers, and suggested that the residents get together <br />first prior to meeting with the developer. <br />T 7
