A <br />CITY OF NORTH OLMSTED <br />PLANNING CONIlVIISSION <br />MINUTES -MARCH 28, 1995 <br />I. ROLL CALL: <br />Vice-Chairma.u Mauning called the meeting to order at 740 p.m. <br />Present: D. Cameron-Alston, R. Koeth, T. Mauuing, and K. O'Rourke. <br />Absent: R. Tallon Also Present: Assistant Law Director Dubelko, Assistant City Engineer McDermott, and Clerk of <br />Commissions Oring. <br />Vice Chairmau Manning gave a brief eulogy to former Mayor Gareau who passed away last week. <br />He requested a few moments of silence in memory of Pau1 Gareau. <br />II. REVIIEW AND CORRECTION OF MINUTES: <br />R. Koeth moved to accept the minutes of March 14, 1995, seconded by K. O'Rourke and <br />unaniinously approved. <br />III. BiTILDING DEPARTMENT REQUESTS: <br />1) Auto Accents, 25021 Lorain Road. <br />Proposal to renovate building and add a large ahiminum accent baud to support signage on the <br />north and west elevation of bu.ilding. - <br />Heard by Architectural Review Board February 22, 1995 and March 22, 1995. <br />(Note referral to Boaxd of Zoning Appeals not required with this proposal). <br />Mr. Schlauch, sign contractor, explained that they have eliminated much of the verbiage along <br />both sides of the building and the sign meets all codes as requested at the last meeting. They are <br />still proposing a painted red band on both sides of the building with a narrow white neon band. He <br />introduced the owner, Mr. Youse? who explained that they are making these improvements to the <br />property, to bring it up to their national standards. He advised that this building has several <br />different fascia materials which they want to eliminate so that it conforms to their national look <br />which was designed by a national firm. He maintained that ttiey cannot deviate too much from the <br />national image. He promised that, if he gets permission to do these cosmetic changes, he will then <br />go on to upgrade the parking lot and the drainage system, but, if they cannot get approval to have <br />the look of their national image, they will have to move out of the building. He stated that the loan <br />approval is for.Apri130th, and if they cannot start by that time, the loan will expire. He presented <br />pictures of the other facilities which are completed. Mr. Manning noted that that since the signage <br />now conforms, the only problem is the neon. He advised that the city has been trying to eliminate <br />neon, and if they approve this proposal, it will set a precedent and eventually Lorain Road would <br />be neon paradise. Mr. Yousef offered to control the time it would be lighted. Mr. Manning <br />wondered why they needed it during the day and believed that the painted stripe would have the <br />same effect. Mr. Yousef stated that originally he had wanted to back light the bump outs, but he <br />had been told that he could not do that in North Olmsted and other communities thought that it <br />looked cheap. So they went to this design mainly to conform to this community's standards. Mr. <br />Yousef stated that he was selling franchises for businesses all over the country, and he would have <br />a problem enforcing the national image elsewhere, if he did not have it on his own, personally <br />owned, shop. Not having the neon in North Olmsted would be a hardship. Mr. Manning <br />mentioned that the Red Roof Inn in Westlake did not conform to the national image because it did
