<br />Assistant City Engineer McDermott advised that the lot conforms to the zoning codes for both frontage <br />and square footage. The members had no problem with the lot consolidation. R Tallon moved that the lot <br />assembly for Stylin' Concepts, the proposal to combine permanent parcel nos. 234-14-11 and 234-14-12 <br />into one (1) parcel, which is the site ofthe proposed Stylin Concepts new building (above). Location is the <br />south side of Lorain Road, west of Christman Drive. Zoning is retail business, General, entirely and the <br />proposed assembly conforms to Zoning Code requirements for frontage and area be approved. The motion <br />was seconded by T. Herbster, and unanimously approved.` <br />3) Castle Pines, to be located on property currently shown at 30338 and 30374 Lorain Road <br />Proposal to construct senior citizen complex with apartments, assisted living units, and a nursing home <br />facility. <br />Referral to board of zoning appeals is required. <br />Mr. Coury, the developer, presented the plans and explairied that his company has built seven of these <br />communities between Ohio and Florida. The proposal is to combine two lots in order to construct the <br />community which consists of 153 independent living apartments, 50 assisted living type units, and a skilled <br />care facility with 50 beds and the potential to add 26 more. In order to develop the proposal, some <br />variances will be needed: the landscape buffer along the east driveway will be reduced to 16 feet and be <br />graduated down to 0; and the buffer on the west must be reduced from 20 feet to 10 feet; a variance to <br />have five stories instead of four will be needed for the middle section of the buildings, however, the front <br />section will have only four stories, and assisted living section beyond that will have only three; and a <br />variance will also be required for 81 parking spaces instead of those required. He explained that the <br />parking shown is based on facilities. that they now own and operate: for the assisted living, only 2.8% of <br />the assisted living residents require parking spaces; only 49%, of the residents in the independent living <br />apartments require parking. He stated that Fairview Park only requires one space for every 3 suites. He <br />stated that this facility will create 70 jobs and will fill a need for senior housing in North Olmsted for <br />residents who wish to remain in the commu.nity. As part of this plan they propose to build a retention <br />basin to the south which will be similar to a small lake, in order to relieve the flooding problems of the <br />residents on Barton Road, and also to service this project and St. Clarence Church; this retention basin <br />will be fenced in. In response to questions, he advised that the land slopes to the south, so the roof line of <br />the buildiug will remain constant with four stories m the front and five in the middle and clarified that they <br />need a certain number of _ suites to make this a successful campus. Chairmau Tallon advised that the <br />commission is not in favor of above ground retent'ion, and normally requires below ground retention. Mr. <br />Coury responded that this was part of the proposal originally contemplated by the city in order to alleviate <br />the flooding problems in the area. He clarified that the city was to be participate in this, and if they needed <br />underground retention, that too would require participation. He would have no problem retaining the <br />water on his own site. He clarified that they intend to put this on park property and Metro Parks seemed <br />to be willing to have it on their property, and the lake would be aerated. Mr. Tallon advised that the <br />commission was going to require that they keep the retention on their own site, and Mr. Coury responded <br />that this would be acceptable to lum and lie had no object to handling lus own problems. He believed that <br />this was to be a community solution to a problem in the area. The members discussed the retention, and it <br />was clarified that there was an existing flooding problem in the area at present. It was determined that part <br />of the driveway for this proposal was on St. Clarence property, and Mr. Coury advised that they would be <br />asking St. Clarence fo'r an easement; and the church did not seem to have any objection to it during the <br />initial discussions. It was noted that they needed a buffer along the driveway, and Building Commissioner <br />Conway advised that planning coiumission has the ability to eliminate these buffers or reduce the size of <br />3
