could be a hearing by the board with the parties involved, and a decision could always be made to revoke <br />that registration for a period of time. He had envisioned a future program wherein the city could develop <br />a check list which could be filed by the private inspector after he had made his inspection which might <br />alert the city to any actual code violations and an inspector could be sent out to investigate. The member <br />of the board who was opposed to this program also had a problem with that because he believed that this <br />would be utilizing a private inspector to be a city inspector, but that was not Mr. Conway's intention. Mr. <br />1VIcKay believed that if registration had been required when the problem occurred on Mastic Road, it <br />probably would not have taken eight months to resolve it. Mr. Burk pointed out that the two fires that <br />happened shortly after a home inspection had been made might have been eliminated had this program <br />been in effect. He noted that the city is aging and there are homes that need to be upgraded, and this <br />would help that. Mr. Engoglia believed that for the most part this will be a benefit to the whole <br />community. Mr. Conway advised that more and more people are hiring private home inspectors and it <br />would behoove the city to have a list of registered inspectors available. No other community has this <br />program and the State has been considering a licensing program, but so far none is in place. It was noted <br />the members had been told that the legislative committee was opposed to this program and the board <br />wanted clarification. Mr. McKay reiterated that the committee was against city inspectors doing a point <br />of sale inspection. He stated that Mr. Conway would have to work on some kind of a criteria to base the <br />registration on. Mr. Conway responded that they have talked with some inspectors, and there are <br />organizations which these people can belong to, but he wants to stay away from identifyiug an <br />organization as a qualifyiug criteria, since there were a variety of qualified people, including a structural <br />engineer, who attended the meeting, but did not belong to an organization. Mr. Engoglia offered to invite <br />Mr. Leanza, a former Cleveland Building Commissioner who also does private inspections, to the next <br />meeting to give some information. Mr. Burk stated that the members have discussed interviewing, testing, <br />and State licensing which does not exist as yet. Mr. Conway believed that there might be a problem with <br />testing since a test cau end up iu a law suit. He suggested an interview process, a probationary period as <br />well as a inuuinum time in which the applicant had been involved in construction. Since no other <br />municipality had a registration program, the city cannot use reciprocity requ.irements the way they do for <br />the various trades. Mr. McKay stated that they would need legislation, but that could not be done until <br />some criteria is established. Each member should come up with some kind of program that could work <br />before the Ju1y 13th meeting such as what type of questions would be asked during an interview; <br />references; resume; qualifyiug work experience; and a specified probationary period. It was clarified that <br />this registration is totally separate from a contractor's registration, but a person might be registered to do <br />both_ Mr. McKay stated that if he were in town on the 13th he would try to come to the meeting, but the <br />members agreed it would take longer than one meeting to establish a procedure. Mr. Kazak believed that <br />the members could come up with a draft by the 13th. It was suggested that a definite schedule should be <br />setup for this discussion, not just meeting when there is a hearing. Mr. McKay explained that the council <br />has set up a residential maintenance code similar to the business maintenance code because of problems <br />with home owners maintaining their property, and he is sure that the other members of council will have <br />no problem with a registering home inspectors. The members will send suggestions to the Building <br />Commissioner and a rough draft of the minutes will be sent to the two members who are absent so that <br />they can submit their ideas. <br />VII.
