ROLL CALL: <br />C$airinau Burk called the meeting to order at 8:00 p.m <br />Present: R. Burk, P. Engoglia, and J. Kazak. <br />Absent: D. Spoerke and W. Piar. . <br />II. REVIEW AND CORRECTIONS OF MIl-4UTES: <br />J. Kazak moved to accept the minutes of July 13, 1995 as printed, seconded by P. Engoglia, and <br />unanimously approved. <br />J. I{azak moved to accept the minutes of July 27, 1995, seconded by P. Engoglia, and unauimously <br />approved. <br />III. COMMUNICATIONS: <br />Chairmau Burk read two communications regarding the evening's discussion: a letter from Peter <br />Rhindfleish of Castle Inspections, advising that he was unable to attend the meeting, stating objections <br />and making suggestions regarding the licensing of home inspectors (see attached); and a letter from <br />James Jagger of Buckeye Home Inspections, stating his objections to licensing home inspectors and <br />asking some questions (see attached). . <br />-V. HEARINGS: <br />No items. <br />V. NEW BUSINESS: <br />No items. <br />VI. OLD BUSINESS: <br />Work session to discuss registration requirements and information necessary to implement a program for <br />registering private home inspectors by the City of North Olmsted. Continued from the meeting of July 13, <br />1995. Chairman Burk adinivistered the oath to Mr. Jeff Aaron, a private home inspector. Mr. Kazak believed <br />that the letter from James Jagger, Buckeye Home Inspections could be used as a guide in this discussion, <br />because it picks out some of the points that were made at the previous meeting. Mr. Burk suggested that <br />the board ask the Law Director respond to the various questions that have been raised. He believed that <br />the board should discuss both the issues raised by Buckeye Home Inspections, and those raised at the July <br />13th meeting. In reference to item one and two of Buckeye's letter pertaining to privacy, Mr. Burk asked <br />that Law Director determine if requiring the licensing of home inspectors would be prying into the <br />personal affairs of the client since that is not the intent of the board. He also questioned if there was a <br />problem requiring permit costs for these inspections. Regarding item three, is there a problem of <br />confidentiality if the city shares in the information that is gathered during such an inspection and are <br />there legal ramifications. Item four, if city requires licensing aud permits for home inspectors, similar to <br />licensing and permits required from contractors, should inspections be required for all house sales. <br />Regarding item five, since the board does intend for the inspection report to become public record, Mr. <br />Burk wondered if there would there be legal ramifications by doing that. Item six questioned what the <br />responsibilities of the city of North Olmsted would be if any existing hazards are found and if the city <br />would refuse to allow transfer of title if any such hazard were fouud and, finally, if the city failed to
