ROLL CALL: <br />Chairmau Tallon called the meeting to order at 7:50 p.m. <br />Present: D. Cameron Alston, T. Brennan, T. Herbster, A. Mauviug, K. O'Rourke, and R. Tallou. <br />Absent: R. Koeth. Also Present: Assistant Law Director Dubellco, City Engineer Deiclunaun, Building Commissioner <br />Conway, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF NIIN[JT'ES: <br />R. Tallon moved to accept the minutes of February 27, 1996, seconded by T. Brennan. Mr. Mauning, <br />abstained. Motion carried. • <br />III. BLTILDING DEPAR'I`MENT REQUESTS: <br />1) Alexander's (formerly Nightfall, Night Club), 30850 Lorain Road. <br />Review of site plan. <br />Heard by architectural review board February 21, 1996. <br />No representative present, continued by plauuiug commission February 28, 1996. <br />Dr. Patel, owner, presented plans and advised that most of what the architectural review board had <br />suggested had been acceptable, except he would rather not install a 3 foot mound in the front between <br />the sidewalk and parking lot. JFIe believed that this would be too high since the building is at a lower <br />grade and the mound might hinder visibility of it. Mr. Herbster wondered how many parking spaces <br />were required, since this was in doubt at the last meeting. He would like to consider landbauking more <br />spaces. Mr. Conway clarified that originally he had 127 parking spaces, but he is landbanking 27 spaces. <br />He further explained that, if the developer agreed, the commission could landbank spaces regardless of <br />how many are required. He noted that the parking had been reduced as requested by planning <br />commission. In response to questions, Dr. Patel advised that there would be a mound in the rear <br />property, and a new lawn will be planted. The landscaping plan had been approved by the architectural <br />review board and Dr. Patel agreed to accept the recommendations of the forester as well. The members <br />discussed the plans among themselves. Chairtuau Tallon did not believe that a 3 foot mouud would <br />obscure the building and suggested that perhaps the light poles should also be reduced because of the <br />topography. Dr. Patel stated that he had not seen a mound in front of other properties on Lorain Road, <br />and he would prefer a 2 foot mound. Mrs. O'Rourke thought that a mound might obscure the asphalt. <br />Dr. Patel did not believe the asphalt would be seen from the road. 1VIr. Conway advised that a uew roof <br />top uuit has been mounted on the building which had not been there before, and because it is too close <br />to the edge of the root there is a code requirement that a barrier must be installed for safety. He <br />believed that the coinmission should consider screening. He clarified that this unit was iinmediately <br />above the exhaust hood which is the proper location, and the barrier is required as a safety factor for <br />auyone working on the unit. Mr. Tallon advised that all the units and the barrier must be screened. Dr. <br />Patel will present that to the Building Department. It was clarified that the wall that wraps around the <br />cooler will be brick and that more trees would be added on the east side. The architectural review board <br />had inentioned adding Dryvit to the building, but Dr. Patel would prefer to leave the brick as is. Mr. <br />Morano, a neighUor, advised that the two lights on the back doors of the restauraut are very bright and <br />shine onto his properiy, and he would like them shielded so the light is reflected down. Dr. Patel <br />explained this was a flood light type of fixture and Mr. Tallon advised that this type light does spread, <br />and he needed a wall washer type light that shines down and suggested that he could put two of therri <br />on tlie wall but the bulbs should be a maxunum of 50 watt high pressure sodiuva or less.
