r <br />CITY OF NORTH OLMSTED <br />PLANNING COMMIISSION <br />MIINiTTES - MARCH 26, 1996 <br />1. ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:40 p.m <br />Present: D. Cameron Alston, T. Brennan, T. Herbster, A. Manning, K O'Rourke, and R. Tallon. <br />Mr. Koeth arrived at 10:15 p.m. <br />Also Present: Building Commissioner Conway, City Engineer Deichmann, and Clerk of Commissions <br />Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R Tallon moved to adopt the minutes of March 12, 1996 as presented, seconded by T. Brennan, and <br />unanimously approved. <br />III. BiTII,DING DEPARTMENT REQUESTS: <br />1) Seaman's Furniture, 24869 Lorain Road. <br />Proposal to construct addition to existing building. <br />Heard by board of zoning appeals February 28, 1996. <br />Heard by architectural review board March 20, 1996. <br />Mr. Coyne, attorney, Mr. Baker, owner, and architects, Mr. Mongello and Ms. Kemp-Kopco, presented <br />plans. Mr. Mongello presented a revised landscape plan showing a fence approximately 6 to 7 feet high <br />around the perimeter of the site with 6 foot evergreen trees and other trees planted in front of it on the <br />owner's property which the neighbors had agreed to. The chairinw of the architectural review board <br />has given prelimiuary approval of the plan. They have also revised the elevation on the west side of the <br />building to accent the western entry. Mr. Tallon would like a rear customer door where the employee <br />door is now, since there is parking in the back and he asked that they make sure it looks like an entrance <br />door. Mr. Mongello agreed to design it to resemble the western entrance, but on a smaller scale. The <br />dumpster has been relocated and will be screened as requested by the architectural review board. The <br />lots will have to be consolidated later. Planning commission had requested that the 6 parking spaces <br />near the jog in the bu.ilding be landbanked, however since they added an entrance there, the developers <br />believed that they needed those spaces. The forester had also suggested that they be landbanked. Mrs. <br />O'Rourke wondered if they needed all those spaces. The pole light shown on the plan in the landbanked <br />parlang is an enor and will be not be installed. Mr. and Mrs. Menke, who live to the rear of the <br />development, explained that there is a 50 foot buffer between his lot and this one, which is owned by <br />someone who lives on Columbia Road, but he will still be effected by this development. The owner of <br />that strip of land has taken out many of the trees for a dirt bike trail, and he has refused to sell a portion <br />to the abutting property owners. Because of the traffic problems, he is requesting some kind of light at <br />Westview and Lorain Road, perhaps a blinking light that will be sensor activated, and permanently <br />activated on weekends and during the holiday season. He is concerned about the landbanking spaces <br />being removed and was advised that if the landbanked spaces conform to the zoning code, they could be <br />removed if they were needed. Building Commissioner Conway advised that the owner would have to <br />prove that the additional spaces were warranted and there would have to be a significant need for them, <br />but, since the parking would conform to code, he could installthem. Mr. Menke believed that the <br />landbanking might be removed, because of what was said at the architectural review board. Mr. Baker <br />stated that it was unlikely Seamau's would ever need that parking. Mr. Menke thought that installing <br />those spaces would be objectionable, and would like to make sure the residents would be notified since
