<br />6:00 p.m. for reservations, there was a manager on duty at all times, there were electronic locks, and the
<br />reception area was monitored electronically. Mr. Corsi stated that the developer did have a buy back
<br />provision in their contract in case the business failed. Mr. Franks, a resident, spoke again in favor of the
<br />proposal. He explained the hotel would be right behind his lot and explained what other homes abutted
<br />it. He stated that the office buildings were well cared for and he preferred to see the property developed
<br />which he believed would improve his property. Mr. Herbster was still concerned about the disclaimer on
<br />the maxket research information that no guarantees were made on the reliability of the report. Mr.
<br />Johnson stated that this disclaimer is an industry practice, but the facts on Studio Plus are conect and
<br />can be verified. He maintained that Studio Plus would not go into this if they were not su.re it would be
<br />successful. Assistaut Law Director Dubelko advised that the commission must remember that this is a
<br />request to, amend the preliminary land use plan, they are only voting to permit a hotel, but it wou.ld not
<br />necessarily have to be a Studio Plus. Regarding regulating the business is something that should be
<br />addressed in other regulations of the city. He clarified that frequently the preliminary land use plans have
<br />been amended. Chairman Tallon moved to amend the preliminary land use plan to include a hotel in the
<br />Great Northern Technology Park, located on the south side of Country Club Boulevard, east of Victoria
<br />Plaza. The motion was seconded by R. Koeth. Roll call on motion: Tallon, Koeth, Manning, and
<br />O'Rourke, yes. Mr. Brennan and Mr. Herbster, no. Motion carried.

<br />480,- abutting the rear properiy lines of lots on the north side of Mastic Road, and west of Clague Rd.
<br />Proposal to construct 53 duplex building (106 units) in the Multi Family District.

<br />Mr. Bower, developer, explained that they are proposing to build two family structures in a Multi
<br />Family District. He advised that the North Ohmsted Zoning Code did not permit a two family dwelling
<br />to be built in this district unless there is land zoned for two family adjoining it, so they will be requesting
<br />a variance. Previously, they had approval to build 156 unit apartment buildings on this site, this request
<br />is to bu.ild 106, side by side, duplex units which will be constructed in four phases. He emphasized that
<br />they could build apartment buildings in this zone, instead they have chosen to deerease the density. He
<br />explained that the houses will have a westem reserve architecture, with some traditional detail, but in a
<br />new fashion. The parking conforms to code and there will be no interior sidewalks. He clarified that
<br />these are to be three bedroom rental units with one car garages; that even though they are home
<br />builders, they do have experience managing property; that the units will rent for $850.00 per month,
<br />which includes maintenance; there is approximately 1,350 square feet per unit. Mr. Brennan was
<br />concerned since the neighborhood is, at present, low density; and most neighbors plan to stay most of
<br />their lives, he did not believe such a development would compliment it. He would almost prefer an
<br />owner occupied cluster development so there would be more stable residents. Mr. Bower advised that
<br />in their small development of six houses in North Olmsted, one of the original families is still there; one
<br />couple, who lived there for 17 years, recently bought one of their golf homes and other renters had
<br />lived there 12 to 15 years, it is a much more stable situation than an apartment. Mr. Bower noted that
<br />he had lived in North Olmsted since 1947 and had offices here for 25 years. This property is zoned
<br />multi-family, many of the residents bought single homes there knowing that it was multi-family. Mr.
<br />Brennan stated that he was not trying to deny the developer his property rights, he was asking him to
<br />explore a lower density that would be more in line with what is there. He noted that the westernmost
