? <br />CITY OF NORTH OLMSTED <br />PLANNING CONIlVIISSION <br />MINUTES - OCTOBER 22, 1996 <br />I. ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:35 p.m. . <br />Present: D. Cameron, T. Brennan, T. Herbster, A. Mauniug, K O'Rourke, and R. Tallon <br />Absent: R. Koetli. <br />Also Present: Assistant Law Director Dubelko, Assistant Building Commissioner Rymarczyk, Assistant <br />City Engineer McDermott, and Clerk of Commissions Oring. <br />? <br />II. REVIEW AND CORRECTION OF MIlNUTES: <br />R. Tallon moved to adopt the minutes of September 24, 1996, seconded by A. Manning. Roll call on <br />motion: Tallon, Manniug, Alston, Brennan, and Herbster, yes. Mrs. O'Rourke abstained. Motion <br />caYried. <br />R. Tallon moved to adopt the minutes of October 8, 1996, as submitted, seconded by K. O'Rourke, and <br />unanimously approved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Studio Plus, located on the south side of Country Club Boulevard, east of Victoria Plaza Apartments. <br />Proposal to construct a hotel including signs. <br />Heard by board of zoning appeals August 8, 1996. <br />Heard by architectural review board October 16, 1996. <br />Mr. Johnson, attorney for Studio Plus, presented revised plans aud a color rendering explaining that the <br />color rendering that the members had received was not as accurate as the larger one. He submitted the <br />samples of the materials. They have worked with Brian Zergott on the landscape plan to try to make it <br />compatible with the surrounding landscaping. The commission had suggested a board on board fence <br />around the pool; however, the architectural review board prefened an alu.minum wrought iron fence, <br />both types of fence would have brick colunins. They would have no problem with either and have <br />shown both on the plans. Mr. Cornet, also representing Studio Plus, explained that they have redesigned <br />the lighting and eliminated most of the poles on the property. There will be down lighting mounted on <br />the top eave section of tlie build.ing which can be tilted to direct the light so it will not spill onto the <br />suirounding properties. They had presented a brochure explaining the type of lighting. The pool <br />equipment building will be made out.of the same material and will be worked into the design of the <br />building. The rear landscape mound with pine trees will have one depression in the iniddle to allow <br />drainage of the back lots, but it will be surrounded by pine trees. They have added some gables at the <br />suggestion of the architectu.ral review board in order to dress up the building and make it fit. in with the <br />surrounding buildings. In response to the members questions, he clarified that there will be someone on <br />the premises 24 hours a day, but no one will be living permanently at the site. The front area will be <br />closed at 7:00 or 7:30, but an employee will be on site. He clarified that a guest could get in with a key <br />card and could also call the managers office. The pool will be fenced, but they have not included a video <br />monitor, because the manager on duty can see the pool from his office. He was not sure what type fence <br />would be easier to climb over, but he explained that, if they used the aluminum fence, shrubs would be <br />planted around it in order to give some more privacy. He believed that there were pros and cons for <br />each type of fencing. Regarding the photometrics, they clarified that the lighting was designed with <br />three different types of photometrics in order to get the best coverage without hot spots. The lights will <br />1
