Manning moved to accept the La-Z-Boy (Former Long John Silvers and BP Car Wash), 25410 <br />Lorain Road, revised proposal to construct building wluch will include demolishing the existing Long <br />John Silver's restaurant. Heard by planning commission September 10, 1996. Heard by architectural <br />review board September 18, 1996. Heard by board of zoning appeals November 7, 1996. The <br />proposal is approved with the conditions that they use 18 foot high, anodized bronze light poles with <br />250 watt bulbs, also with the stipulation that a detailed landscape plan be submitted, and allowing the <br />access drive onto Root Road with the stipulation that there will be no truck traffic on the Root Road <br />drive. The motion was seconded by T. Brennan. Roll call on motion: Mauning, Brennan, Herbster, and <br />O'Rourke, yes. Mrs. Cameron Alston, no. Motion carried. After the motion was completed Mr. <br />Manning added that the drive onto Root Road be approved with the stipulation that there will be no <br />truck traffic on the Root Road drive. 'Mere was no objection to that addition. Mrs. O'Rourke <br />wondered if there should be a left turn only out of the Root Road drive. Mr. Bruehler knew what she <br />was trying to accomplish, but did not believe this would solve the problem of residents trying to get <br />out onto Loraiu Road. The members agreed. <br />2) Homestead Village Hotel, located on the south side of Country Club Blvd., east of the proposed <br />Marriott Courtyard, north of I-480, and west of Columbia Road. <br />Proposal to construct hotel. <br />Heard by architectural review board October 16, 1996. <br />Heard by board of zoning appeals November 7, 1996. <br />Withdrawn, variance denied. <br />3) Hollywood Video 4692-4678 Great Northern Blvd. <br />Proposal to renovate storefront which will include neon. <br />Referral to board of zoning appeals is required for signage. <br />Withdrawn from agenda of October 8, 1996. <br />Mr. Kline, architect, presented plans and explained that the neon had been eliminated. They are <br />proposing to add a new facade to the existing building which will be constructed out of perforated <br />metal and painted as shown. A section of the metal will be cut out to reflect the Hollywood hills.and <br />this will be set off against a gray background (the sky behind the hills). Tlie signage itself will be <br />illuminated channel letters with letters of "Hollywood" being 36 inches and letters of "Video" being <br />24 inches and the edges of the hills are depicted in a red, back lit, acrylic panel that would be <br />illuminated with fluorescent lighting, and behind that there will be fluorescent lit sun rays depicting <br />spot lights that are often seen in Hollywood. The overall effect is to create a new image for the <br />building that is consistent with the Hollywood Video concept to revitalize this corner of the building <br />by making it special and unique. The building is set back about 350 feet from Great Northerri <br />Boulevard and is tucked behind the Rini Rego building so it does need to be made noticeable for <br />drivers going by on Great Northern Boulevard. Mr. Brennan estimated that the whole area of the <br />facade would be about 360 square feet and wondered what the exact square footage would be. <br />Buildiug Commissioner Conway advised that his department had not calculated it exactly because he <br />wanted to wait until the boards had reviewed it. He explained that his calculations would omit the gray <br />area, but there would still be substantial sign area and he thought that a rectangle just around.the <br />"Hollywood Video" would about 115 square feet. The members agreed that the entire facade would <br />be a sign. Mr: Kline clarified that the letters would: be illuminated channel letters. He explained that <br />this building has a mansard roof and they will be squaring it off by constructing a framework that <br />would be mounted onto the build.ing then the facade would be mounted onto that, so that snow and <br />rain could just drop past it and there would be no additional significant structural load for the building. <br />He maintained that this design was important to Hollywood Video and was more than a sign, it was <br />2
