This motion is also to approve the use of this- <br />property so that tlus use is included as a retail use in the Zoning Code and also it is to include <br />recommendations to the board of zoning appeals that the commission has no objection to the special <br />permit being issued by the board -of zoning appeals. The motion was seconded by R. Koeth, and <br />unanimously approved. The representative was advised that he would need color samples for the <br />arclutectural review board meeting. 2) Ryder Truck Rental, 24769 Lorain Road. <br />Request determination that truck rental is a like and similar use to a permitted use in a General Retail, . <br />Business, District. <br />Referral to board of zoning appeals may be required. Mr..Hicks, representing Ryder Truck Rental, explained that they would be opening up a packaging store <br />such as Mail Boxes Etc., along with a truck rental store which he maintained were compatible <br />businesses. On the site plan they have indicated parking on the property as `A' - employee parking; `B'- <br />truck parking for 5 or 6 trucks; and `C' - for one small 13 or 14 foot truck close to Lorain Road. They <br />will°have an insert in the pole sign in front and a wall sign over the unit. Mr. Herbster maintained that <br />the truck with Ryder written on it is basically a sign. Building Commissioner Conway advised that tlus <br />truck would not be permitted there from the standpoint that it is displaying merchandise in the front 75 <br />foot setback. He also stated that, when the center was built there were four more parking spaces than <br />required, and this proposal shows parking for six trucks. Mr. Hicks clarified that six trucks would not <br />be parked there all the time because they would be on the road, and they also had a shop location where <br />trucks are stored. Mr. Conway requested a letter from the owner of the property stating that the four <br />additional spots would be dedicated to this use, and this would be the limit permitted without a <br />variance. They will have 10 to 24 foot moving vans, with the largest being 24 foot. He stated that mighl <br />be one or two 24 foot trucks but the rest would be smaller. Mr. Conway advised that if they park them <br />in the area shown, they should not interfere with traffia Trucks will be entering on the main Lorain <br />Road drive (next to area `C' on the plan). There is a 6 foot fence on the east of the property with lawn <br />and trees behind it. Mr. Herbster believed that the residents to the rear could see the trucks in the winter <br />when the leaves are gone. The members discussed the location of the trucks and their visibility from the <br />homes. Mr. Carter, the owner of the building, noted that there was a good distance between the homes <br />and this area. Mr. Hicks stated that at their Shaker Heights location, the trucks are closer to the homes <br />than this. The members studied the plan. Chayrmau Tallon suggested eliminating the truck parking in the <br />two spaces abutting the east property line and parking four trucks west of the bush (area `B'). <br />R. Tallon moved that the Ryder Truck Rental; -24769 Lorain Road, is a permitted use in a General <br />Retail, Business, District and to approve the proposal with the condition that the truck is not to be <br />parked in area `C' as shown, and in tlie back (area `B') where the bush is separating the two parking <br />areas, the truck parking facing the back should be elimiuated, and trucks can be parked on the three <br />spaces shown beside the bush and one more can be added to the right. If the applicant does apply to the <br />board of zoning appeals for the fifth parking space, the commission would agree with a variance as long <br />as it is adjacent to the four that have been specified. The commission wants to clarify that area `A' is <br />only to be employee parking, there are to be no trucks there. The motion was seconded by T. Brennan, <br />and unanimously approved. It was clarified that the signage has not been drawn up yet and the proposal <br />will go on to BZD on December 16th. <br />3)' Motorcars; 27500 Lorain Road. , <br />Proposal to revise lighting on property. <br />ti- <br />2
