Mr. Herbster would like the <br />island reconfigured so that drivers cannot turn left onto Lorain. This might be a problem for safety <br />vehicles entering the property. Mr. Hoyte, the neighbor to the rear, was concerned about the elevation <br />of the fence, and Mr. Strelau stated that they had talked to him aud believed that it was resolved. Mr. <br />Hoyte stated that his property is rolling and dips 18 inches, he wants to make sure that elevation is <br />measured from his house level, not at his rear property line. Mr. Tallon clarified that it would be an 8 <br />foot fence based on the 755, or the highest elevation. R. Tallon moved to refer the Silverdale Plaza <br />proposal, 26324 Lorain Road to the board of zoning appeals with the following recommendations: that <br />regarding the 12 variances that are required in the letter of Assistant Building Commissioner <br />Rymarczyk dated January 9, 1996, the commission would recommend that the board grant these <br />variances with the change that tlie 10 feet for parking with 20 foot buffer area at front (1139.07) will <br />not be needed on the southeast quadrant and will only be needed on the west and, since the monument <br />sign has been moved to the southeast quadrant, it should fit without a variance, but if a slight variance is <br />required we ask that it be granted. We recommend that this approval be based on having a back <br />entrance to the building; the removal of the first parking space on the southeast quadrant; the sign being <br />moved to the south east quadrant; the lights in the back being lowered to 12 feet; and that the fence in <br />the back will 8 feet from the highest grade and maintained at that elevation. We would like the Safety <br />Department to look at this before going to the boaid of zoning appeals for proper turniug radius and <br />accessibility, as well as looking into a right turn only out of the west driveway. We ask that the traffic <br />engineer review tlus again and we would also like him to tell us what the standards are for traffic at <br />video stores. The motion was seconded by A. Manning. Roll call on motion: Tallon and Cameron <br />Alston, yes. Mauuing, Brennan, Herbster, Koeth, and O'Rourke, no. The motion failed to pass. W. <br />Strelau had requested that this be forwarded to architectural review board prior to being heard by the <br />board of zoning appeals, but Mr. Tallon advised that this was not possible since the motion did not pass. <br />Assistant Law Director Dubelko advised that the proposal would have to be referred to board of zouing <br />appeals for their review and another motion should be made since the plaiuiing commission must come <br />to some agreement. He advised that once the board of zoning appeals granted or denied the variances it <br />would be the end of the issue. T. Herbster moved to refer the Silverdale Plaza proposal, 26324 Lorain <br />Road to the board of zoning appeals with the recommendation that none of the variances be approved. <br />The motion was seconded by T. Brennan. Roll call on motion: Herbster, Brennan, Koeth, Manning and <br />O'Rourke, yes. Cameron Alston and Tallon, no. Motion carried. Mx. Strelau again asked if it could go <br />to the architectural review board with the stipulation that if something were changed, they would return <br />to the board.
