<br />1. ROLI. CALL:
<br />Chairman Tallon called the meeting to order at 7:42 p.m.
<br />Present: D. Cameron Alston, T. Brennan, T. Herbster, R. Koeth, A. Mauuing, K. O'Rourke, and R.
<br />Tallon.
<br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, and Clerk of
<br />Commissions Oring. _
<br />II. REVIEW AND CORRECTION OF 1VIINUTES:
<br />R. Tallon moved to adopt the minutes of January 28, 1997 as presented, seconded by K. O'Rourke, and
<br />unanimously approved.
<br />III. BUII.,DING DEPARTMENT REQUESTS:
<br />1) Forest City Auto Parts, 23789 Lorain Road. .
<br />Proposal to expand building. . '
<br />Referral to board of zoning appeals is required. Chairman Tallon advised that this proposal has been withdrawn from this evening's agenda and will be
<br />heard February 25, 1997.
<br />N. NEW DEVELOPMENTS AND SUBDIVISIONS:
<br />1) Great Northern Properties Rezoning Request.
<br />This proposal is to re-zone approximately 25 acres of land located along the north side of Brookpark
<br />Road between Columbia Road and Great Northem Boulevard, from the existing zoning of Office
<br />Build.ing District, to General Retail Business District.
<br />Continued from meeting of September 24, 1996.
<br />Mr. Corsi, with Biskind Development, and. representing North Olmsted Land Holdings, LTD, and
<br />Daniel Biskind presented the rezoning request from the present zoning of Office Building I?istrict to
<br />General . Retail Business District. - He explained that during the first audience with the planning
<br />commission ', Tim Richardson, with Brookpark Land Investments, presented their plan for development
<br />addressing the site plan, marketing analysis, and traffic and furnished consultants reports by city
<br />planners, a traffic consultant and an appraiser. At the end of.that presentation, questions.were opened to
<br />the floor. They have returned to address those questions .and concerns posed by the neighbors and the
<br />planning commission and to respond to any additional comments or questions that might come up.
<br />There was also a request by plauning commission and the neighbors to investigate alternative uses for
<br />this land, such as residential, multi family, single family and including condominiums. Their company is
<br />cpmmitted to putting this properiy in productive use as soon as possible.. Present tonight is their land
<br />use lawyer, Tony Coyne; Roger Ritley, property economist; Bob Oll and Dave Hart, city planners. He
<br />turned the presentation over to Dave Bader, K. A. Architects, who recapped the original presentation
<br />and would present a seven minute tape on Home Depot. He stated that the project would be bounded
<br />by the south side of Brookpark Road, the west side of Columbia Road, and is made up by four parcels
<br />with four proposed buildings, the far westerly building being the Home Depot and three other major
<br />retail bu.ildings: one at 53,000, one at 26,000; and one at 23,000 square feet. The total project would be
<br />213,000 square feet with the office set backs, in lieu of retail setbacks, that is 100 foot setback in the
<br />rear; 100 foot building setback on the east and west side, with all bu.ildings using the office setbacks.
