? <br />the effect of a downtown area. This will give a rhythm and pulse to the shops of Great Northern. He <br />reiterated that they have a time line situation since they must be finished by October. He believed that <br />this design is on the front end of a trend that is happening nationwide aud will be the first in the <br />Cleveland area. In response to the members questions he explained that they would tie in the liceuse area <br />by ttuning the comer and picking up the awniug and re-landscaping the green area, with the idea that, if <br />there is a shift of tenants, this would be a good place for a restaurant with an outdoor eating area. The <br />trellis will have a open area with some of it enclosed and phase 2 and 3 will match. He clarified that both <br />the Home Place and the Kids `R' Us will have a unique fronts but the materials will be complimentary <br />and they will carry the same concept through out the center. It was clarified that the mirrors and colors <br />on the Plaza South will also be changed with the construction of that phase. They did not purchase all <br />the buildings on the outer edge of the center and cannot change their appearance, but hope to influence <br />them somewhat. Building Commissioner Conway clarified that the Home Place signs will require a <br />variance, but there will be some merit to that since it is so far offthe road. The concrete will be internally <br />colored, not painted on. The metal fins on the top of the Home Place columns are a design feature. There <br />will be light fixtures along the pavement, but the parking lot imVrovements will be done later as the <br />center develops. The tower at the end is about 35 feet high and will have a soft glow at night and is <br />directed from the outside to the inside, probably with a 400 watt bulb; and during the day the sun would <br />have a similar effect. The lights under the canopies are on the building and directed up so the light is <br />reflected down and, since the canopies are opaque, light does not shine through.. The decorative type <br />wall mounted fixtures is a halo type light. The brick will be similar to what is there now with variegated <br />colors and some detail similar to stone with an accent material in an off white or tan. There will be no <br />lighting on the blue band on Toys `R' Us. The rear elevation of Home Place will have a dock, and will be <br />a light buff and field brick. Since the rear of the building echoes the front and is visible from Country <br />Club Boulevard, it will be landscaped. There will be signage in the back, but no entrances. It was <br />clarified that there will be no signage in the rear on the second two phases, because there are <br />condominiums in the rear and the lighting will be cut off Mrs. Canwright, President of the Board of <br />Managers of the Home Ovvuers Association, questioned as a resident, the canopies which are to end at <br />the Home Place building , pointing out that many people walk there in inclement weather. She is a jogger <br />and this is where she jogs in the winter. As president of the homeowners association, they are very <br />much interested in what happens in the back of the phase two area which abuts their property. She would <br />like to be appraised of what is going on. Mr. Barrow stated that they usually invite the people that abut <br />for their comments. Mrs. Doubler, the secretary of the association; noted that phase 2 and 3 will effect <br />the association more than this phase does, and she questioned how they were going to incorporate these <br />changes in these areas. She was particularly concemed if the bell tower would be on the western end. <br />Mr. Barrow stated that this is really just an architectural feature and the portions that face the residential <br />areas will be opaque so it will not be visible from their homes. He advised that the building samples are <br />in front of the job trailer on the site. Mrs. Doubler would also like a working relationship with the new <br />owners, and is pleased that they are bringing life into the area: She was concerned about the truck traffic <br />that has been using Country Club Boulevard. Mr. Barrow stated that there are different ownership's in <br />the area, but their contractors have been given routing instructions as to where they can and cannot go. <br />She would appreciate any help to alleviate the speeding problems. Mr. Barrow advised that they have not <br />addressed what will happen in the second phase, nor do they have a time table. In response to her <br />question, Mr. Barrow showed her an elevation of the metal fins which were mentioned earlier. <br />R. Tallon motioned to approve the proposal to modify storefronts in Great Northern Shopping Center <br />from Bruegger's Bagel Bakery to Plus Sizes as phase I, for Developers Diversified Realty Corporation <br />(DDRC) Great Northern Limited Partnership, 25975 Great Northern Shopping Center.
