. ? <br />installed in accordance with today's standards which is the eight inch thick reinforced concrete <br />pavement. The members questioned if this would be a class "A" development. Mr. Deichmann <br />believed the zoning classification was "C" Residence, Single Entirely. In response to a question <br />from Mr. Tallon, Mr. Mowinski estunated the lots to be around 240 feet long and they will abut <br />the Metroparks. Mr. Tallon noted the cul-de-sac at the end of the street is only 28 feet in <br />diameter and does not conform to code. He asked that this be redesigned to meet today's <br />standards. Considering the fact there is a forty foot wide right of way, Mr. Deichmann believed 28 <br />feet would be acceptable. Mr. Tallon questioned what the normal right of way requirement is in <br />accordance with today's standards. Mr. Deichmann verified sixty feet of right of way would <br />conform to today's standards. Mr. Tallon recommended that sixty feet of right of way be <br />included with the 28 foot street. Mr. Deiclimaun believed this would significantly reduce the size <br />of the parcel which fronts on Wellesley. Mr. Tallon advised if the right-of-way were increased on <br />the north side of Broxbourne, then the house on Wellesley would not be effected. Mr. Deichmaun <br />stated this would create a jog in the pavement. Mr. Tallon explained the street can be reduced to <br />a 26 foot width, if needed, but there should be sixty feet of total right of way. He added the cu1- <br />de-sac would have to meet the fire radius standards. Mr. Manniug wondered how that can be <br />done, when the developer does not own all the properties. Mr. Tallon advised, he would have to <br />do this on his own properties. For clarification purposes, Mr. Deichmann asked if the board is <br />requesting that the developer provide a declication plat showing the additional 20 foot right-of- <br />way, plus the code required cul-de-sac, and revised improvement plans. Mr. Tallon confirined the <br />board's request. Mrs. O'Rourke questioned if adding this concrete would have a negative impact <br />on the existing drainage system. Mr. Deichmann explained any minor changes in the drainage. <br />would have to be accommodated within the new storm sewer system Mr: Tallon advised the <br />commission has given the developer direction and the proposal will be tabled until the September <br />meeting when such revisions should be provided. He opened up the discussion for the opinion of <br />the audience. Mr. Seville, the engineer that designed the plans, stated if twenty more feet of the <br />right-of-way is dedicated his client does not own all the land that is going to be developed. He <br />clarified only three of these lots are currently owned by Mr. Mowinski, Mr. Tallon advised <br />somethiug must be worked out with the neighbors. Mr. Seville did not understand the reasoning <br />behind requiring an additiona120 foot right-of-way, as the proposal is uniform with the remaining <br />portion of the street. Mr. Tallon explained the purpose is-to bring the street expansion into <br />conformance with today's standards. He clarified as the city re-paves various streets throughout <br />the community the streets are brought up to the current standards. The plauniug commission did <br />not want something to be put in that would have to be torn out in the future and redone. Mr. <br />Seville understood the reason for the restrictions on the street but was concerned about the right- <br />of-way. He believed if the city redoes the street than right-of-way should.be dedicated from both <br />sides of the street in a syminetrical manner. Mr. Tallon advised the right-of-way does not have to <br />be symmetrical but only workable and he had no problem with creating a little jog in the street. <br />Mrs. McCrone, owner of the property to the west, wondered where this proposed development <br />begins. She advised that she has been maintaining a storage barn on parcel 156, for over. 21 years <br />and she owns property 156. Mr. Tallon asked if Mrs. McCrone was certain that the property she <br />owns is 156. Mrs. McCrone was unsure ofthe exact number, but clarified she owns as far over as <br />the end of her storage barn. She also objected to lot sizes that do not conform to the rest of <br />Broxbourne. Mrs. McCrone advised the lots next to this property were re-subdivided into larger <br />lots, and she believed the developer should_do the same so that this development does not detract <br />4
