W' ' <br />The proposal is to combine Permauent Parcel Nos. 235-12-062 and 235-12-063 into one (1) lot. <br />"- Location is the east side of Porter Road between Northern and Midvale Avenues. Zoning is `B' <br />Residence, single, entirely and the proposal conforms to both area and frontage requirements of the <br />Zoning Code. <br />Mr. MacDonald advised that he owned both lots, and since the garage is on one lot and the driveway <br />encroaches on the other, he could not refinance unless the property is combined into one plat. <br />R. Tallon moved to approve the MacDonald Consolidation Plat, the proposal to combine Permanent <br />Parcel Nos. 235-12-062 and 235-12-063 into one (1) lot. Location is the east side of Porter Road <br />between Northern and Midvale Avenues. The motion was seconded by K <br />O'Rourke, and unanimously approved. <br />3) Karnavas-Steffen Lot Split and Assembly Plat. <br />The proposal is to split permanent parcel number 232-32-062 (fronts on Canterbury Road) and join the <br />rear area to permanent parcel number 232-31-061 (fronts on Byron Drive), which is adjacent. Zoning is <br />A Residence, Single Entirely and both proposed/ re-aligned lots conform to zoning code requirements <br />for frontage and area. No representative was present. City Engineer Deichmann stated that the proposal conformed to all <br />zoning code requirements. Assistant Law Director Dubelko advised that city policy has been to require <br />tliat a representative to be present. The proposal was heard at the end ofthe meeting. <br />ffl. BUII.,DING DEPARTMENT REQUESTS: <br />1) Nextel West Corporation, 26000 Lorain Road. <br />Proposal to construct 150 foot high monopole communications facility on Recreation Center property. <br />Note: tower will be located 212 feet from the east property line, 451 feet from the west property line, <br />438 feet from the north properry line, and 330 feet from the existing recreation center building. <br />Chairman Tallon advised that a new plan had been submitted which has moved the tower to the front of <br />the recreation center property; it will be 50 feet off of the property fronting Lorain Road and 84 feet off <br />the parcel facing West Ranchview, 628 feet offthe property on Canterbury Road, and 1401 feet offthe <br />property on Tallwood Drive. Ms. Del Valle, representing Nextel Commuuications, explained that the <br />proposal calls for a 150 foot monopole tower to be located at the south east section of the lot. They met <br />with the residents last week, and since there were objections to the tower being behind the recreation . <br />center, it has been relocated as far away as possible from the residential area. They have looked at other <br />locations, specifically on the AT&T tower in Clague Park, but that site is a mile and a half away from <br />where their tower has to be located and their coverage objectives will not allow them to move the tower <br />that far outside of the area where they should be. That pole is 120 feet tall, and since they need 20 feet <br />of separation, puttmg their antenna at 100 feet would not meet their coverage objective. This tower is <br />150 feet high and would allow for co-location for other carriers who should come into the area. Their <br />proposed lease area is 60 by 60 feet (on the ground) where their equipment shelter will be located. In <br />response to Mr. Tallon's question, she advised that the tower must be that high to have coverage of I- <br />480, Route 10, and Columbia Road; a lower height would not allow a signal to be received 'mside the <br />Great Northern Shopping Center. She stated that Radio Frequency Engineers had determined that these <br />objectives could not be obtained at a lower height, since the height of the tower will link it with other <br />surrounding towers. The nearest tower is six miles from this site and it has to cover-an area of three to --- <br />3
