Ms. Del Valle responded that, when the search ring was issued, the <br />site acquisition representative scouted the area and iioted Clague Park, Victoria and Westbury, but <br />those locations did not work for their desigu so the neart step was to tallc with representatives of the <br />city, to determine a location that might work. She believed that the recommendation of the city was, <br />that since the AT&T tower had been approved, tliere was a possibility for the city to generate some <br />revenue along with being able to control how many towers will come into tlus location since this tower <br />will be able to support two to tluee carriers. Although she is not part of the leasing negotiations, she <br />believed that the lease states that, if the tower is not iu use by theu company, they will sell it to the city <br />for a dollar or they will remove it depending ou what the city wants them to do. She noted that the <br />petition by the residents stated that it was for the northei-ii perimeter, wluch was the first location, the <br />tower has been relocated to the southeastern side of the recreation center's property. She did not <br />lnow if the petition was also blanketing the southeastei-u location. She clarified that the statement that <br />the tower will be 164 feet tall was incorrect, because they removed the 14 foot omni antennas <br />extend'vig above the tower after the first meeting, and the total height of the tower will be 150 feet <br />with a small lightning rod on top. She verified for Ms. Caineron Alston that the tower would have <br />panel autennas, and would uot exteud about 150 feet: NL-. Lendex explained that the panels are a <br />higher gain at a lower altitude, and it was approved at 164 by the FAA, but they can go lower. He <br />advised that the petition also addressed the health issue wluch has been addressed with their report. It <br />is not correct that the technology will become obsolete, other companies, GTE and Air Touch have <br />existed for ten years or more and still exist. Ms. Del Valle asked if this proposal could be approved <br />with the condition that the tower cannot exceed 150 feet, noting that there is a 2 to 3 foot lighting rod <br />on top. Regarding installing a pole at Great Northern shopping center, Ms. Del Valle stated that the <br />recreation center is the bulls eye of their search ring, and AT&T received approval at Clague Park. If a <br />pole was installed on recreation center properiy, the city could regulate it. Mr. I3ufala clarified that <br />this tower will service tlu•ee antennas, not tluee more other than theirs. He pointed out that the new <br />site is closer to West Rauchview and instead of being 212 feet off his property line, it will be 84 feet <br />off of someone else's property lines thus moving it from one person's back yard to auther's. He <br />believed that the pole should be moved to a zoned couunercial area where it belonged. 1V1rs. Dougall <br />clarified the petition said from 150 feet to 164 feet since they were not sure and the petition was <br />signed by people on all the perimeter streets surround'uig the recreation center. Mr. Manniug noted if <br />this were moved to piivate, commercial property such as Ganley, they would get the lease money, and <br />the city would get uotlung.
