Buildings and to set standards using a very strict set of
procedures.
4) Enforceable penalties must exist (eg) fines for such violations.
5) An appeal procedure to the City Council must be set up
with Council having final authority.
Discussion on the above mentioned requirements:
Mike Patton suggested that maybe we could use the N.O. Building
Department to be the reviewing Body, since any construction chanoe
must first mee-t with the Building Department's approval. That is
that the Buildin,g Department would be the Review Body.
Bob Parry.stated that he thought that the NOLC would have to
be the Review Boay a'nd in order to be' the Review Body we would
need to have an Architect.on the NOLC. He also felt that the Buildinb
Dept. would not assume the added responsibility and that perhaps
they were not qualified to give opinions on Historic Buildir.gso
Bob Parry discussed the CLG requirements and what would be
necessary with Mr. Francavilia at the Regional Planning meeting
on April 17, 1986. NOLC could not qualify for CLG unless we had
1) an Architect on the NOLC and 2) that there be in the Ordinance
requirements for permits and penalties for violation of the Landmark
Ordinance. Bob Parry stated that he felt that these requirements
could kill the new Ordinance.
Bob Parry further stated that the main objective of the Commission
and the main objective of the Districting was to give h__storic
recognition to historic homes and districts and not to dictate archit-
ectual designs etc. He felt that the CLG requirements would not
be desireable in Pdorth Olmsted's situation. He suggested that we
reduce the standards fox the new Ordinance. That is, he suggested
that NOLC Go ahead witn an Ordinance that will not qualify us ior
the CLG designation. He suggested that in the future if things
change, cve may at that time wish to change the Ordinance to qualify
for the CLG desibnation.
After sone discussion, the NOLC decided that it will only submit
the new Ordinances and the Butternut Road Historic District Ordinances
to the Counci1 despite the fact that they do not fully comply with
CLG requirements.
ORDINANCE CHANGES NOTED:
Bob and Sharon noted a change in the
written consent. Bob motioned to ammend
by Lois. It shall state that :"In the c
or structure, the Commission shall obtain
for submittal."
ordinance for page 5 concerning
165:05 and it was seconded
ase of a landmark building
the owner's written consent
-1?- -
