0
PLANNING COMMISSION FEBRUARY 11, 1986 PAGE 2
building adjacent to the existing roof top units. Commission questioned
if side set back requirements were within code. Side property line abuts
commercial property and can be developed to the property line. Commis-
sion questioned exactly where the zoning line is in this area. J. Burns
moved to refer this proposal to the Architectural Board of Review for
consideration not only of the cooler, but of the fence to be installed
from tfie southwesterly corner of the building to the property line,
and the mechanicals for the cooler, and also that when the plans come
back to the next meeting that the zone line bewteen commercial and res-
identail property be indicated on the drawings, and also refer this to
the safety Department, seconded by J. Wixted, and unanimously approved.
IV. NEW' DEVEL0PMENTS AND SUBDZVTSIONS:
No Ztems
V. OLD BUSINESS (Hearcl at this point):
Bisk2nd=Development?,:Co: presentation; o,f;-parking:<etudy?"of•YGreat_NortHerri^-
P1aza i.and
Membi?rs=-had-received--an-edited=copy-o-f- thi.s.-=study_.previously_.=---Mr. =Garl--17sie-==-
prescnted -complete= study to-the Commission;- This -is an on-goin; -study
started in 1982 and was tak.en on the peak shopping day of the year (the
Friday immediately following Thanksgiving). Parking in the front of the
Pl.aza totals 2,276 spaces;:-there-are 6,133 spaces fo.r the Mall.. This
study ctetezzni.n,ed that during the peak hour (2:00 to 3: 00 p.m. ), the Plaza
utilized about 70% of the total parking available to in and the Mall used
less than 86% of the available spaces. It was concluded that during these'
peak, times there is adequate parking, however spaces might not be available
i`mmedi:atel-y in front of where people want to shop. The westerly end of the
P1aza, is more heavily parked than the easterly end.
VI. NEW BUSINESS:
Chairman Burns would like to establish a committee to attemnt to devel-op
some ideas regarding guidelines9 zoning changes, and zoning code changes.
He would Iike to have the Law Department research this to determine if,
under the Charter, such changes would be within the Commission's juris-
diction. This had been attempted before but did not meet with success
mainly Tiecause the Committee needed assistance with a professional plan-
ning group. .
