Mr. Gray explained that fence <br />will run along the eastern lot line (east of old b uilding) along the rear <br />of the property line, come forward and proceed behind the propert_y the <br />nursing home is on and come up along the west property line, west of the <br />new b uilding and stops at the rear corner of th at b uilding. Fence will be <br />approximately 180 feet back from the right of way. It was clarified <br />that the two dealerships are on separate parcels and ab uts property <br />zoned General Retail. Mr. Bierman objected because the plan presented <br />is basically just a sketch which is not to scale and no lot lines are <br />shown. He has problems approving approximately 1,700 feet of fence on <br />this basis and stated that better plans should be presented to the Build- <br />ing Department. It was clarified for Mr. Beck, a member of the audience, <br />that the fence will not extend any closer to Lorain Road than the rear <br />of the buildings. It was explained to Mr. Bierman that lots 26 and 27 <br />on Dover Center Road were zoned General Retail, one is a place of business <br />and the other is owned by Crestmont. J: Burns moved to approve the <br />Crestmont Corporation's proposal to install an 8 foot chain link fence <br />beginning at the existing wood fence that is currently behind the car <br />rental office and the eastern property line (indicated as sublot 2, <br />parcel 33) approximately 180 feet off Lorain going north to the northern <br />most property line extending west along that line and along parcel number <br />10 and then extending south along parcels 27 and 26, then extending east- <br />ward again along the northern edge.of parcel number 31, and then extending <br />south along the western edge of parcel number 10 coming up to the rear <br />of the new building that has been constructed and will not extend beyond <br />the rear, seconded by T. Morgan, and unanimously approved. <br />3) Night Fall, 30850 Lorain Road <br />Reveiw of site plan and request for additional curb cut for existing <br />building. <br />Mr. Mihali, contractor, explained that the owner is requesting a curb <br />cut on the side street (Hickory Lane) whi"ch will be posted "entrance only" <br />and the existing drive on Lorain Road will be posted "exit only". They <br />will be adding additional parking to the rear and east side of the pro- <br />perty. Mr. Horvath, the owner, explained that customers frequently miss <br />the Lorain Road drive, then turn into Hickory Lane assuming there is an <br />entrance there,, and are forced to turn around in a private drive. Mr. <br />Mihali stated that the'ordinance requires 2 drives if a parking lot has <br />over 20 spaces. The proposed plan shows 252 seats which will require <br />126 parking spaces, and 128 spaces are shown. The Building Commissioner <br />stated that since the developer is only requesting a curb cut at this <br />time and since the building is-existing, he has not checked the parking <br />requirements. Mr. Horvath explained that this establishment has been a <br />banquet facility for 7 years and there never was a problem with parking <br />(part of parking area is.gravel); the new business will be a restaurant/ <br />dinner club. The Commission suggested that a second curb cut be made on <br />Lorain Road or the existing cut be enlarged. It was pointed out that <br />there is a residence on the east portion of this same lot which has a <br />drive onto Lorain Road. Assistant Law Director Dubelko questioned why <br />this proposal was being submitted in segments since curb cut, expanded <br />parking, drainage retention, lighting, landscaping, screening of dumpster <br />and buffering from residential property must also be.approved.
