Burk moved to dis- <br />approve the roof mount at this time in accordance with the ordinance as <br />set forth and request a re-submittal from Future Visions Satellite Company <br />locating the antenna to be mounted on the ground with the proper fencing <br />as required by the ordinance, seconded by B. Schulz, and unanimously <br />approvEd. Chairman Kazak clarified that if they cannot find a location <br />that complies with the ordinance, they can return with another site on <br />the ground and if they cannot find a location on the ground they should <br />come back with more engineering studies for the roof mounted installation. <br />IV. OLD BUSINESS: <br />1) Great Northern Dodge Agency, 26100 Lorain Road <br />Request variance not to connect downspouts to underground storm lines as <br />required in C.O. 911 "Sewers, generally" at the body shop and parts <br />building. (Continued from meeting of October 23, 1986.) <br />Chairman Kazak advised that he had contacted Mr. Gundy,.the.former Build- <br />ing Commissioner, who did not recall having a meeting with anyone from <br />the asphalt company, but stated that if he had made any verbal agreement <br />with the contractor, it would have been submitted to the Engineering <br />Department in writing and that he could not have made any change in an <br />engineering plan without the approval of the Engineering Department. City <br />Engineer J. Schaller stated that he had found nothing in writing. Board <br />discussed the plans with Mr. Schaller who explained that none of the <br />underground lines were installed. He has no record of the ditch being <br />modified or some of tfie hard surface which was apparently added after the <br />plans were submitted. Deposits cannot be released or final approval <br />given because proposal does not conform to approved plan. Under these <br />conditions water could freeze on the surface and there could be a problem, <br />but there have been no complaints on the property. Board believes that <br />since the general contractor took out the permit, he should have over seen <br />the total construction, even though the asphalt contractor was hired by <br />the owner. Board discussed running some of the drainage above ground, <br />but it was determined that this would not be feasible and agreed that <br />sewers should be connected underground as per ordinance. B. Schulz moved <br />to reject the Great Northern Dodge request for a variance, seconded by R. <br />Surk, and unanimously approved. <br />2) Presentation of information on satellite dish earth stations by Ida Petko, <br />Curtis Mathes. <br />Mrs. Petko was not present at the meeting. The clerk will contact her to <br />arrange for another meeting. <br />Building Commissioner Spino presented samples of the wafer board.material <br />which was used on Plaza South and explained that another material was placed <br />on top of that. Mr. Kazak would like to know what the exterior material <br />is. <br />The Board would also like to see a sample of the plastic mesh fencing <br />which Mr. Spino had mentioned earlier as a screening material for satelite <br />dishes.
