In response.to questions by Mr. & Mrs. Frick, adjacent <br />neighbors, it was explained that: motel will be 28' above Kennedy <br />Ridge Road; office building will be below Kennedy Ridge; no under- <br />ground parking is planned; a minimum of 57' landscaped buffer zone <br />is planned=-between rear parking area and residential lots; area will <br />be illuminated with down lights; storm sewers and retention systems <br />are planned; traffic to this complex shouid not be in and out as it is <br />to the Mall-across the street, and peak hours are different. The Com- <br />mission-again discussed the parking spaces, Mr. Bur-ns pointed-out that <br />this could be considered a test area to see if smaller spaces are <br />satisfactory, perhaps at a later time the ordinance could be changed. <br />Law Director Gareau stated that it would be his suggestion to the <br />Board of Zoning Appeals that the extra area be put aside and landscaped, <br />so that if these parking spaces are not satisfactory, size of_spaces <br />can be increased. He suggested that perhaps some type of ordinance could <br />be adopted that would give Planning Commission the authorit_y to approve <br />the size of spaces dependant upon the land area_and the use of-the ._ <br />development. He also stated that the variance co,uld be granted with <br />the stipulation that there will be a future review of the situation. Mr. <br />Carlisle stated that Great Northern will be re-reyiewing the-parking - <br />and that the land will be set aside so that spaces can be enlarged, if <br />necessary. T. Morgan moved that the proposed Biskind Development Co. <br />detailed development plans known as parcel "C" be subznitted to the <br />Architectural.Board of Review for their input and to the Safety De- <br />partment for their input relative to the traffic flow and fire adequacies, <br />seconded by E: Traczyk, and unanimously approved. T. Morgan moved that- <br />it is the recommendation of the Planning Commission that the Board of <br />Zoning-Appeals,._when considering the request for the variance in the <br />parking space size, allow enough space so that the current ordinance <br />can be met should the "test" be found to provide inadequate parking <br />space size, and that additional space that would be required by ordi- <br />nance should be set into a"bank" and landscaped as per detai-led plans <br />presented to the Commission, and the area should be so designated on any <br />development plans, seconded by J. Wixted, and unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) North Olmsted Industrial Park - Plat. Location is south off Lorain <br />Road between the C.E.I. easement and I-480. Preliminary plan was <br />approved by Planning Commission on March 12, 1985. <br />City Engineer Schaller explained that this is the final plat for dedi- <br />cation of the roadway and the vacation of the existing paper streets. <br />Roadway is shown on plat as the North Olmsted Industrial Parkway. Lots <br />will be subdivided as property is developed. Proposal was explained to <br />adjacent resident. J. Wixted moved to approve final plan for the North <br />Olmsted Industrial Park Plat as submitted and the vacation of portions <br />of W(N-st 308th Street, West 309th Street and West 310th Street and <br />portions of Sherman Ave., seconded by J. Brown, and unanimously approved.
