The North Olmsted Landmarks Commission would like to request
. that you reconsider the vote on Ordinance 83-96 made by City Council
on March 20, 1984. There are several reasons for this request:
1. As an official city commission created by the City
Council in 1976, (Ordinance 75-196) we have official
functions and responsibilities,
2. As our responsibilities have taken focus and grown
since the inception of the Commission, the time
commitment and needs for secretarial skills have
grown.
3. There is no way to guarantee that one of nine appointed
volunteers will have the necessary skills and talents.
4. Because of the nature of the Commission and the expertise
required to fully develop its potential, the lack of a
skilled person to prepare materials and handle corres-
pondence could preclude us from taking advantage of
opportunities that would benefit North Olmsted,
5. It should not be assumed by Council that it is a
prerequisite for service to the city in the form
of accepting volunteer memberships on city commis-
sions and boards, that one be able to spend complete
days on a city benefitting project and have secretarial
skills without at least being recognized as a minor
part-time employee of the city.
6. A Commission makes decisions and takes on beneficial
projects. Many projects involve government or
foundation programs. Someone must do the paper work.
We all know how much paper work is involved with any
government-sponsored projecte
7. The secretary prepares minutes, corresponds with
local, area, state and national agencies and
organizations, answers correspondence channeled
to us £rom City Hall in the areas of preservation,
historical inquiries, state and federal programs,
prepares informational materials and helps with
the monumental task of establishing and maintaining
a City Archives.
8. For these varied skills and time commitment, we
request a mere $300 per year, a comparable amount
to that paid other Commission and Board Secretaries,
A close estimate of hours spent on secretarial duties
this past year is.156.
There are several other important factors to take into
consideration:
lo To our knowledge, no one truly familiar with the
North Olmsted Landmarks Commission has ever stated
that we are necessary to the livelihood of the
-residents of North Olmsted. Of course, we do not
continued...
