Mr. Gundy stated that the filtering <br />systems do remove grease, but not necessarily all odors, and that the <br />County Board of Health inspects and licenses restaurants yearly. T. <br />Morgan moved to approve the Sisters Chicken and Biscuits Restaurant <br />proposal at 25710 and 25720 Lorain Rd. as presented in the plans <br />shown May 22, 1984, and also based on the recommendations of the <br />Architectural Board of Review with the exception that the drive for <br />egress £rom the said property to Ranchview Ave. not be permitted to <br />be built and will be substituted by two parking spaces, and that ap- <br />proval is also contingent upon the assembly of the two lots that the <br />restaurant will be located on. Also we move to approve the signage <br />as shown, namely the menu board, the facia sign, and the pole sign <br />subject to conformance with the 50 sq. ft. area as contained in the <br />existing code, seconded by J. Burns, and unanimously approved. It <br />waa pointed out that if there are any other changes to the site <br />plan, the plan would have to return to Planning Commission. <br />6) Bob Evans Restaurant? Lorain Rd, east of Rini/Zayre shopping center. <br />Proposal to construct restaurant (signs included) <br />(Heard by Architectural Board of Review April 19, 19-84):- Commission was informed that the Bob Evans rezoning proposal had been <br />a,pproved by Council this evening. Assistant Law Director advised the <br />Commission that they could not approve this proposal until after the <br />30 day-period when rezoning-legislation-will take effect. They can <br />however, disapprove the proposal on the basis that the property is <br />not property zoned, thus putting it into Council's hands immediately. <br />Commission discussed tabling proposal, which could possibly delay <br />approvals longer; depending on meeting date.. Commission has no pro- <br />blem with proposal, and decided to disapprove so that proposal will <br />be sent immediately to Council for action immediately after rezoning <br />is effective, Commission reviewed plans. Parking conforms to code. <br />Wall and pole sign have been approved as presented by the Architec- <br />tural Board of Review. Final drainage has not been submitted, but <br />Mr. McDermott has no problems with preliminary plans. T. Morgan <br />moved that Planning Commission, after careful and thoughtful review of <br />the Bob Evans proposal to construct a restaurant on permanent parcel <br />236=2--2, would recommend approval of said proposal as presented with <br />the recommendations e the Architectural Board of Review. However, <br />the Commission must disapprove at this time soley on the basis that <br />the zezoning has not taken effect and that a tha:rty day waiting period <br />must be met, seconded by B. Gorris, and unanimously approved. <br />V. COMMUNICATIONS: <br />Invitation from City Council to attend meeting on June 4, 1984, relative <br />to future planning for City. ..Commission discussed possible suggestions; <br />members will submit ideas to Mr. Morgan who will forward to Council. <br />VI. OLD BUSINESS: <br />° No items.
