PLANNING COMMISSION JULY 12, 1983 PAGE 2 <br />? - <br />(1) Flanagan Assembly Plat <br />Combining of two (2) parcels, 232-10-59 and 232-10-60, located <br />at the northwest corner of the Lorain and Porter Road inter- <br />section <br />Withdrawn by Dr. Flanagan <br />(2) Country Club Blvd., median strip cut - Revised Plan <br />Proposal is to allow an opening to be made in the median strip <br />of Country Club Blvd., west of Great Northern Blvd., to provide <br />access in both directions along Country C1ub Blvd. for ingress <br />and egress to a proposed restaurant to be located at the south- <br />west corner of the intersection of Country Club and Great <br />Northern. <br />It was explained that the Council referred this back to Planning <br />Commission because plans were revised and not the same as had <br />been rejected by the Commission on June 28th. The revised plans <br />has tioved the driveway 60' to the west and has indicated "no left <br />turn" out of the proposed restaurant. Mr. Vollman explained that <br />the taper was designed according to the Ohio Department of Trans- <br />portation specifications which, with a 25 mile per hour speed <br />limit, gives a 125' taper; road in this area will be restriped <br />to give five 12' wide lanes. He explained that moving the drive- <br />way 60' west would put the entrance at the straightaway of the <br />road and would give better visability. Commission stated that <br />the "no left turn" might not be enforceable. Mr. Vollman re- <br />stated that their survey indicated that 70% of their traffic <br />would make a left hand turn into and a right hand turn out of the <br />restaurant. The developer will co-operate with the City on any <br />required lighting of the entrance and road, in maintaining the <br />striping, and in enforcing the "no left turn". Mr. Wixted stated <br />that this driveway would be closer to the mall entrance and will <br />compound traffic problems since cars back up turning right. Com- <br />mission still has concerns regarding opening the median which was <br />installed at the City's request to improve the safety of that area. <br />Mr. Gorris suggested that perhaps two single lane drives: one an <br />entrance drive designed so that traffic could not exit and one <br />exit drive without a median cut so that no left turn would be <br />possible.- Mr. Richland of Great Northern Partnership stated that <br />1) calculations have been based on the posted speed limit of 25 <br />m.p.h., however if it were based on 30 m.p.h.. the 60' change <br />equates to one and one-half seconds, and would not add appreciably <br />to the safety of the area, 2) entering from the west will involve <br />making a right hand turn on a curve, and 3) the "no left turn" is <br />not enforceable unless a policeman is posted at the drive. He <br />stated that the accident rate is high at present, and this proposal <br />will increase the existing problems. Mr. Tdebster of Sohio stated <br />that this property is going to be developed and that Bob Evans is <br />trying to work with the City. This is a good use of this parcel <br />and that Sohio has theright to ingress/egress to their property.
