.i <br />r <br />FLANNING COMMISSION MAY 11, 1982 PAGE 3 <br />is frame and both the house and addition will be aluminum <br />sided; the house to the east at 29734 Lorain is brick and <br />the addition will be aluminum sided. An existing garage <br />for the brick house is to be demolished and the parking will <br />be in the front of both homes. In reference to the Commis= <br />sion's suggestion that the parking be in the rear, Mr. Archer <br />explained that the rear area would be used for recreation and <br />gardening. Assistant City Engineer D. McDermott stated that <br />since the parking area is common to both homes the property <br />would have to be assembled. This would create problems, since <br />the tiomes are to be financed separately. There is a possi- <br />bility that the parking might be by_..easement, but this will <br />be studied and discussed later. The Architect, Mr. Bender, <br />explained that the plans for the additions. Mr. and Mrs. <br />Louis Steer, 29732 Lorain Rd. and Mr. and Mrs. Alex Szarka, <br />29776 Lorain Rd. viewed the plans and objected to the prox- <br />imity of their homes to these. They want some type of buffer <br />strip, but not just a fence. They questioned why side yards <br />were not required, if this is similar to a convalescent home. <br />Mr. Archer stated this is not a convalescent home, and if <br />any of their residents become incapacitated they would be <br />transferred to a convalescent home. Councilman Wilamosky <br />stated that the Board of Zoning Appeals used a convalescent <br />home as one of the comparative uses, and he believes that <br />the Commission should.give thought to utilizing some of the <br />standards that are within the existing codes for convalescent <br />homes and apply it to this type of an operation. He believes <br />that this use is not unlike that of a home for the elderly or <br />infirm who would.b.e eared for in a nurshing home. He believes <br />that the Board of Zoning Appeals failed to address other spe- <br />cifics that are pertinent; mainly side yard requirements. He <br />also believes that Mr. and Mrs. Szarka and Mr. and Mrs. Steer <br />are not getting the specific safeguards that a property owner <br />adjacent to a nursing home or a hotel/motel. He believes that <br />the primary consideration should be with the preservation of <br />the codes and the concern for the City residents. Mrs. Szarka <br />again stated her fear of living beside uientally ill people, <br />and Mr. Archer explained that these people were not mentally <br />ill, but mentally retarded and did not need instutionalization. <br />Mr. Archer stated that it was his understanding that the buf- <br />fer zones were set up for convalescent homes to prevent the <br />spread of communicable diseases. He stated also that a hos- <br />pital could be built up to the property line. Councilman <br />Wilamosky agreed that the codes provide that a hospital can <br />be built up to the property line, if the hospital does not <br />service patients with contageous diseases. Mr. Prokasy stated <br />that the Board of Zoning Appeals had made a ruling to approve <br />a Group Family home in a general retail district and this
