? <br />CITY OF NORTH OLMSTED <br />BOARD OF BUILDING CODE APPEALS <br />MINUTES - APRIL 23, 1981 <br />I. ROLL CALL: <br />Chairman Schulz called the Meeting to order at 7:45 p.m. <br />New Member Ray Puzzietiello had been sworn in by Mayor Swietyniowski <br />previously. <br />Present: B. Schulz, R. Tallon, and R. Puzzietiello <br />Absent: J. Patton . <br />Also Present: Law Director M. Gareau, Building Cotnmissioner E. <br />Gundy, and Recording Secretary B. Oring <br />II. REVIEW AND CORRECTION OF MINUTES: <br />The Minutes of March 26, 1981 were approved as read. <br />III. NEW BUSINESS: <br />Women's Federal Savings and Loan Association of Cleveland. Request <br />a Stay of Demolition Order for property located on Sublot 9-D, <br />6928 Stearns Rd., North Olmsted, Ohio. <br />The oath was administered to Mr. R. November, Attorney for Women's <br />Federal, A. Teagle, a representative of Women's Federal, and the <br />adjacent property owners. Mr. November advised that Women's Federal <br />holds the construction loan of $60,000 half of which, approximately <br />$35,580. had been advanced and that if the house is demolished they <br />will lose the original investment. There is a lien against the <br />house by North American Lumber Co. for approximately $7,179. At <br />this point Women's Federal has two alternatives: 1) foreclosure <br />against Terra Investment (which will take a minimum of 6 months, <br />usually longer), or 2)'sale of the property with the co-operation <br />of Terra Investment, owner of the property. At present they are . <br />glanning to board up the house. The neighbors and the Board want <br />the house repaired and sided, windows replaced, a garage door installed, <br />and the lot graded and landscaped. Law Director M. Gareau stated that <br />the structure is now being vandalized, the investment is in jeopardy <br />as it stands now and merely boarding it up will not stop the present <br />vandalizing and danger to neighborhood children. Because Women's <br />Federal does not own the property, it is their opinion that they <br />cannot legally complete the exterior, and that any such expenditure <br />would not be protected. Law Director M. Gareau advised that if <br />Terra Investment would quit claim the house to Women's Federal for <br />the amount of the loan the problem could be resolved. The lien held
