4- 4 <br />PLANNING COMMISSION JULY 14, 1981 PAGE 2 <br />with the addition of the bank. There are 214 parking spaces; <br />198 are necessary according to code. Chairman Gorris noted <br />that 1) the required parking has to be at least 1 more be- <br />cause of the fotomat booth, 2) the area marked along the . <br />western end with 25 spaces existing, is actually only 24, 3) <br />the parking along Lorain Road that is marked 24 has only 22 <br />spaces that conform, two are too narrow. This would elimin- <br />ate a total of 4 parking spaces. Assistant City Engineer D. <br />McDermott stated that if the City ever made use of the 10' <br />right-of-way along the eastern boundry of W. 231st there <br />would be traffic moving with only about 12 feet separating <br />the auto-teller driveway from the sidewalk. This would <br />create a dangerous situation. J. Prokasy stated that the <br />City had created its own problem and that was the City's <br />responsibility. The Safety Department has not submitted the <br />second report requested and there is still concern that <br />the parking and truck traffic along the eastern drive will <br />cause a safety hazard for fire equipment. Thereare two <br />spaces beside a propane gas tank which also could present a <br />hazard. It was requested that a memo be sent to the Safety <br />Director requesting that his department look into the traffic <br />pattern and parking at the eastern drive (beside Rite Aid <br />Drug Store), the parking and truck traffic at the rear of <br />the drug store and supermarket and beside the propane gas <br />tanks, and the ingress and egress on W. 231st. The neighbors <br />stated again that it would be impossible for cars to park <br />diagonally along the eastern drive without obstructing the <br />drive since cars from the adjacent parking lot overhang the <br />spaces, and also cars parked at that angle have to exit <br />around the rear of the building where trucks are unloading. They complained that the traff ic is congested now and will be <br />worse when the drug store opens; and now a bank is proposed <br />on the same property and another shopping plaza across the <br />street. Mr. Tatakis of National City stated that the parking <br />does conform to code, that the eastern driveway was approved <br />earilier with the approval of the drug store, and that ac- <br />cording to the zoning codes, this area can be developed further <br />and that a bank would be far better on the property than some <br />other business which might generate more traffic, possibly <br />at later hours. He also stated that Rini's had taken a traf- <br />fic survey during Easter week when traffic is at its heaviest <br />prior to agreeing to this proposal. R. Bugala moved to reject <br />the National City Bank proposal based on the Health, Welfare, <br />and Safety of the people of North Olmsted because of the traf- <br />fic pattern on and off Lorain and West 231 St. and the poten- <br />tial pedestrian problem by the additional right-of-way and <br />sidewalk traffic at that point, seconded by.J. Brown. J. <br />Prokasy stated that the Commission has a legimate concern, <br />however, he would have to vote against the motion. Law <br />Director M. Gareau stated if the proposal meets all zoning <br />codes and safety standards the developer has a right to de- <br />velop the area which is zoned general retail. After further
