A <br />- PLANNING COMMISSION OCTOBER 14, 1980 PAGE 3 <br />officers wi11 be provided if necessary. It was pointed out <br />that the affidavits submitted were all in reference to such <br />operations located in a mall and that this operation could <br />be better controlled in such a location. Councilman Wilmosky <br />stated that the Commission must consider that the submitted <br />plans are not complete and that the Commission must consider <br />the safe use of the property. Assistant Law Director D. Ryan <br />stated that there is no specific exclusion of a y,ame room in <br />the Ordinances, but that the Commission does have a charge <br />to consider overall land use pertaining to safety and welfare <br />of the Coffinunity. Chairman Bugala stated that there are <br />safety hazzards at that location and he would like the Safety <br />Director to review the proposal and he would also like infor- <br />mation as to what problens the Police have encountered with <br />the existing game room. The neighboring residents presented <br />a petition with.106 signatures objecting to the game room at <br />that location and a letter of opposition from Third Federal <br />Savings and Loan which is adjacent to the proposed game room. <br />The main objections are: 1) There is no way to limit number <br />of people in building and parking for 25 cars is insufficient <br />(Fire Marshall stated that building could hold 100 people). <br />Cars will have to park on adjacent streets and parking lots. <br />2) Location is too close to an elementary school and to <br />residential areas. 3) Hours of operation are later than <br />other surrounding businesses and vandalism, which is already <br />a problem,,will be increased. 4) Traffic congestion wi11 be <br />increased. 5) This is not a safe location for young people <br />to congregate.6) Outside lighting is insufficient. 7) Hours <br />of operation cannot be controlled as they could be in a mall. <br />Since the plans were not complete and could not be referred <br />to the Architectural Board of Review, the developer decided <br />to withdraw the proposal at this time. <br />(d) T G I Friday, Great Northern Mall Space D100 <br />Revised plans for exterior wall changes. <br />Original proposal heard before Planning Commission 9/11/80 <br />Building Commissioner Gundy introduced•the revised plans for <br />the restaurant which had originally been submitted to the <br />Planning Commission December 11, 1979 and referred to the <br />Architectural Board on December 17, 1979. The Architectural <br />Board of Review made recommendations which the developer did <br />not comply with. Council approved plans on February 19, 1980. <br />There is no representative present at this meeting. Mr. Gundy <br />explained that this is a completely revised plan from the <br />original. J. Roberts moved to refer the T G I Friday plans <br />to the Architectural Board of Review with the notation that <br />the Developers are expected to be present at the final review <br />of plans of the Planning Commission, seconded by R. Perla, <br />and unanimously approved.
